Accounting/Fiscal Manager II – Treasury

Job Responsibilities

  • Under the direction of the Division Director, manages assigned daily operations and processes of statewide accounting functions to include accounting operations, banking operations, financial reporting, and policy and procedure development and improvements. Ensures accurate completion of the account reconciliation process; financial reporting function; legislative monitoring.
  • Under the direction of the Treasury Management Division Director, responsible for management of receipt, disbursement and reconciliation of statewide funds.
  • Serves as a backup in reviewing Reviews and follows legislation for monitoring State Treasury responsibilities for statewide programs. Ensures compliance with federal and state laws, regulations, office policies, and procedures. Makes recommendations for changes in the accounting/financial systems including SCEIS as necessary. Serves as subject matter expert on SCEIS transactions and reporting involving Treasury functions. Communicates regularly with the Treasury Management Division Director concerning division or agency operations and provides input and recommendations for banking and accounting operations improvement. Under the oversight of the Treasury Management Division Director, develops and implements policies, procedures, and statutes related to the statewide accounting and banking functions.
  • Serves as a lead in providing information for audits, preparing and/or reviewing statewide cash and investment closing packages.
  • Works collaboratively with all team members and continuously develops and maintains a productive working relationship within the division and the STO. Fully commits in all assigned training requirements and strives to meet the goals and objectives of the assignment. Ensures that work procedures (Desk Procedures, User’s Guides, etc..) are fully developed and maintained in an accurate and usable manner to promote quality outputs. develops and monitors a documented cross-training plan to ensure trained coverage is available. Ensures communications are timely and effective wherein management must be made aware of specifics particularly when a outward facing customer issue is at hand.
  • Serves as a lead in ensuring that complete and accurate documentation of all processes within assigned areas of responsibility within the Treasury Management Division are created and maintained within a standard repository. Facilitates and provides for cross-training and back up planning as well as business continuity plans in case of emergency are in place and effective.
  • Performs in-depth research on legal and technical issues and special projects involving division responsibilities. Represents the State Treasurer’s Office in communicating and coordinating with other state agencies and local governments, and prepares and presents financial research or findings.

Minimum and Additional Requirements

Agency Minimum Qualifications*:
A Bachelor’s degree in accounting, finance or business administration. At least five (5) years of progressively responsible fiscal experience directing professional accounting, auditing, banking or finance employees.

At least three (3) years of supervisory experience is preferred.

*Candidates must specifically meet the Agency Minimum Requirements or an equivalent combination of education and experience to be considered for this position.

Additional Requirements:
Extensive knowledge of principles, theories and practices of accounting, banking, or management. Ability to assist with the planning and implementing of a complex financial management system. Ability to interpret state statutes, rules, and regulations. Ability to manage a professional accounting and finance staff. Ability to plan, organize, schedule, supervise and make decisions. Ability to engage in problem-solving strategies. Must be proficient with computers including Microsoft Office products and various software.

Must be able to establish and maintain effective working relationships. Ability to communicate effectively, verbally and in writing, with staff, the public and the business community.

Must be able to lift and carry files, books and reports weighing up to 20 lbs. Must be able to sit, stand and walk for intermittent periods of time. Must be able to reach, bend and twist at the waist to perform filing, desk work and operate general office equipment.

Preferred Qualifications
Certified Public Accountant (CPA) is highly preferred.
