The Compliance Manager will report to the Compliance Testing Manager and performs a key second line of defense role within the Bank. This position is responsible for planning, developing, and performing compliance reviews, both transactions and controls testing, for consumer and commercial loan origination and servicing functions. Additionally, this position provides regulatory support (advisory services) for Bank initiatives such as new products and services, implementation of regulatory changes, and Bank projects such as new loan systems. This individual is considered a regulatory compliance SME regarding lending regulations.

Duties and Responsibilities:

• Responsible for conducting compliance testing, including functioning as Compliance Review Lead as assigned, in accordance with the department’s Compliance Testing Program Guidelines and annual Compliance Test Plan
• Scopes compliance reviews and designs applicable test scripts, including test scripts for complex risk-based compliance transactions and controls testing
• Executes/leads compliance reviews to identify compliance risks/deficiencies as well as opportunities to enhance internal controls, and promote industry best practices
• Analyzes testing results and identified risks, including root cause analysis
• Drafts compliance review findings including recommended corrective actions to mitigate compliance review findings
• Meets with business partners to discuss compliance testing findings, recommended corrective actions and obtain management responses, and target resolution dates
• Validates effectiveness of corrective actions taken by business
• Provides regulatory support (advisory services) for Bank initiatives such as new products and services, implementation of regulatory changes, and Bank projects such as new loan systems, as assigned
• Researches and responds to regulatory compliance questions, and assists internal business partners with the design of effective internal controls and implementation of industry best practices to mitigate compliance risks, as assigned
• Responsible for regulatory change management, as assigned
• Responsible for the department’s routine HMDA activities, and the annual filing of the Bank’s HMDA LAR, as assigned
• Performs other duties as assigned

Requirements:

• Bachelor’s Degree
• Minimum of 8 years compliance experience
• Minimum of five years demonstrated history of providing compliance advice and direction related to mortgage lending
• Previous compliance testing experience
• CRCM or other certification preferred
• Strong working knowledge of lending compliance regulations
• Strong presentation and communication skills, both written and verbal
• Ability to build and maintain effective relationships with business partners
• Strong research skills, organized and detail oriented
• Ability to work independently and manage multiple activities in a deadline-driven environment
