LOCATION: Department: Emergency Services Division: Emergency Management

MINIMUM EDUCATION and EXPERIENCE REQUIREMENTS: Requires a Bachelor’s Degree in Emergency Management, Crisis Management or closely related field or an equivalent combination of education and training.

Requires two years in emergency management field OR an equivalent combination of education, training and experience. Must have a valid SC Driver’s License.

GENERAL DESCRIPTION: The purpose of this job/class within the organization is to plan, coordinate and implement a comprehensive emergency management program for Greenwood County. Coordinates emergency resources, information, services and facilities within the jurisdiction for use in all phases of the emergency management cycle. Assists in preparing department budget. Supervises subordinate personnel and volunteers as directed; reviews work of subordinates for completeness and accuracy. This class works independently, under limited supervision, reporting major activities through periodic meetings.


Develops and maintains partnerships with various government agencies, non-government agencies, and private businesses in support of the integrated program.
Coordinates and facilitates the development and periodic update of the county’s Emergency Operations Plan, Hazard Mitigation Plan, Recovery Plan and other plans as needed.
Develops and implements a comprehensive training and exercise program to ensure the readiness of the county to respond to and recover from an event.
Ensures the functionality and readiness of the county’s Event Operation Center and manages it during activations.
Develops and manages the implementation of the annual Local Emergency Management Performance Grant and others as obtained.
Coordinates or assists in the coordination of plans, resources, information, services and facilities during all phases of the emergency management cycle.

Performs related work as assigned.
