Richland County Shares Important Facts about the 2024 Transportation Penny Referendum

Richland County has postponed the 2024 Transportation Penny Referendum Town Hall scheduled for Thursday 9/26 due to inclement weather possibilities created by Hurricane Helene. The public meeting hosted by Richland County Councilman Derek Pugh, District 2, and Councilwoman Gretchen D. Barron, District 7 will be rescheduled for Thursday, 10/3 at a location to be determined.

As part of the town hall, residents will receive important facts on the identified needs that would be funded by the 2024 Richland County Transportation Penny Referendum:

  • Community Investment which impacts the day-to-day activities of residents and local businesses such as road improvements, resurfacings, dirt road pavings, bikeways, greenways, and sidewalks
  • County Advancement to support and sustain economic growth in the County such as new construction, improvements and widenings of major roadways and intersections
  • COMET Enhancement which focuses on expansion and continuance of the County’s public transportation system

The referendum, which will be decided by voters on Election Day, November 5, is projected to raise $4.5 billion over the next 25 years, or until the maximum revenue is received, whichever comes first. If passed by voters, the 2024 Penny will not be an additional tax. Individuals would not pay more into the Transportation Penny program than they do now.

About the Richland County Transportation Penny

Passed in 2012, Richland County Penny Tax Program funds road improvements, sidewalks, greenways, and The COMET transit system utilizing a one-percent sales tax. This November, Richland voters will decide the future of the Penny at the ballot box as part of 2024 General Election. The 2024 Referendum asks voters whether the Penny program should continue once the current 2012 Penny is fully collected. With a projection of raising $4.5 billion over the next 25 years, the 2024 Referendum will fund Community Investment (48%), County Advancement (30%), and COMET Enhancement (22%), all without imposing a new tax.
