SCDOT Task Force on Reorganization Makes Recommendations

COLUMBIA, SC  – November 1, 2011 – A Special Task Force on theReorganization of Headquarters operations created from within the SouthCarolina Department of Transportation (SCDOT) staff by Secretary RobertSt. Onge has reported its initial recommendations to theSecretary.         

The most important recommendations involve the creation of aProcurement Office that will consolidate all procurement activities inone centralized operation, the development of a Division of SupportServices which will include a Customer Relations Office, and arestructured Office of Budget and Cash Management.These organizationalinitiatives and others will be implemented over the next 30- 60 days.These initiatives will be complemented by the process and proceduralchanges already underway at SCDOT.Personnel changes are also underway.Secretary St. Onge is pleased to announce the first round of key changesin the organization. Christy Hall, District Engineering Administrator(DEA) for SCDOT’s eight county District 2, headquartered in Greenwood,SC,  has been selected to fill the position of Deputy Secretary forFinance & Administration, replacing Angela Feaster who will assumeother duties in the agency.

Hall is an 18-year veteran of SCDOT. She began her career at SCDOT inRoad Design and held a number of management positions including ProgramManager, District Construction Engineer for District 3 and DistrictEngineering Administrator for District 2. Hall holds a B.S. degree inCivil Engineering from Clemson University. She has earned a ProfessionalEngineer’s license (PE) and she is a graduate of the National CertifiedPublic Manager Program (CPM). Hall will officially begin leading theprocess of reorganizing the Finance & Administration Division onNovember 7.
In other personnel moves, St. Onge has asked Hart Baker, current DeputySecretary of the Intermodal & Freight Programs Division, to moveback to the Legal Office. Baker is a career attorney of great reputewhose return to full-time legal work will aid in addressing our heavyworkload in the legal area.

Doug Frate, a long-serving transit planning professional, will leadthe Intermodal & Freight Programs Division on an interim basis.
