Operation Move-Out
July 27, 2011CHARLESTON, SC – July 27, 2011 – Many of the leases for rental properties in downtown Charleston are over at the end of July. Historically, this has resulted in a build up of discarded household goods on the City sidewalks and streets as renters move out. In an effort to better manage the removal of the trash from the public right of ways, the City of Charleston will conduct “Operation Move-Out.” Operation Move-Out will be implemented in two phases, the first phase will take place from Wednesday, July 27 to Friday, July 29. The second phase is the official Operation Move-Out Day, Saturday, July 30.
The area of the peninsula most affected by the end of July move-out has been divided into three zones: Zone One- Area covering from Line Street to Cannon Street, Zone Two- Area covering from Cannon Street to Calhoun Street and Zone Three- Area covering from Calhoun Street to Beaufain Street.
In the first phase, two code enforcement officers will patrol each zone to identify locations where dump outs are occurring. The officers will instruct the tenant to place the unsalvageable items back on the property until the official pick-up date. Items which can be re-used will be identified by officers and collected by an area charity for re-use. These officers will record the tenant’s information responsible for placing trash on the curb before the authorized day, and the property manager’s information in the event that a follow-up citation needs to be written.
On Saturday, July 30, 2011, the official Operation Move-Out day, each zone will have a crew consisting of one team leader and two code enforcement officers from the Livability division; two trucks and one claw machine from sanitation; and one uniformed police officer from the Police Department. At 7:00 a.m., the team leader along with code enforcement officers will begin patrolling their designated zone. The Environmental Services division will pick up trash at the locations identified by the code enforcement officers until 5:00 p.m.
On Sunday, July 31, 2011, tenants may place their trash on the curb for regular Monday pick up service by Environmental Services.
