City Manager Presents Proposed 2013-2017 Capital Improvement Program

GREENVILLE, SC – March 5, 2012 – Greenville City Manager John Castile presented the City’s proposed 2013-2017 Capital Improvement Program (CIP) to City Council at the first of two work sessions. The CIP is a five-year fiscal planning instrument used to identify needed capital projects and to identify the financing and timing required for those projects.

The first year of the CIP serves as the City’s capital budget for the coming fiscal year. The next four years are considered planning years and are subject to annual appropriation. The proposed CIP includes $22,817,000 for FY 2012-13.  In developing the proposed CIP, City staff sought to fund projects based on the City’s strategic goals and Comprehensive Plan principles, as well as City Council’s stated policy objectives, which include renewing the emphasis on gateway commercial districts outside downtown; preserving, upgrading and augmenting improvements to the City’s network of infrastructure and identifying, promoting and protecting green space areas in close proximity to the Reedy River. Below is an overview of some proposed CIP projects and funding amounts: 

Gateway Commercial Districts

• $194,000 for improvements at the intersection of Haywood Road and Woods Crossing Road, in conjunction with utility undergrounding improvements
• $175,000 to streetscape Augusta Street between Lupo and Capers streets, in conjunction with utility relocation efforts
• $100,000 for improvements on Pendleton Street in the Village of West Greenville
• $100,000 for continued efforts to revitalize the City’s commercial corridors

Infrastructure Improvements

• Restores funding for new sidewalk construction in the amount of $350,000
• Provides $520,000 for various street resurfacing projects in the city, including $370,000 to resurface Main Street
• Funds $2,000,000 for wastewater rehabilitation, including $1,300,000 for the Wastewater Rehabilitation project, $200,000 for the Wastewater System Survey and Model project and $250,000 each for the Basin 7 and 15 projects
• Funds $2,545,000 in stormwater improvements, including $1,845,000 in Gower Estates, $284,000 on Swanson Court, $150,000 for the White Oak Basin Phase II project, $150,000 to design water quality improvements on Richland Creek and $116,000 to make water quality improvements at the existing Public Works Complex

Parks/Reedy River

• Making improvements on the Swamp Rabbit Trail, including its extension from Pleasantburg  Drive to I-85 ($2,375,000)
• Making investments in expanding park space along the Reedy River, including $94,000 to design Cancer Survivors Park and $608,000 for additional improvements in Falls Park.

The second work session on the proposed CIP is scheduled for March 19 at 4:00 p.m. in the 9th floor conference room of City Hall. First reading on the CIP ordinance is tentatively scheduled to take place at the April 16 formal meeting of City Council. Second and final reading on the CIP ordinance is expected to take place in conjunction with second and final reading on the City’s FY 2012-13 Operating Budget on May 29.  A public hearing on the proposed CIP and operating budget is tentatively scheduled for May 21.
