City Receives National Budget Award

GREENVILLE, SC – October 13, 2010 – The City of Greenville announced yesterday that it has received the Government Finance Officers Association (GFOA) Distinguished Budget Presentation Award for its FY 2010-2011 Annual Operating Budget. This is the 20th year that the City has received the award. With this award, the City also received its first “Special Capital Recognition” for its presentation of the Capital  Improvement Program in the budget document. In 2009, only 11 jurisdictions nationwide received this distinction with their GFOA Awards.

When GFOA presents a Distinguished Budget Presentation Award to a jurisdiction, it also grants a “Certificate ofRecognition for Budget Presentation” to the individual or department primarily responsible for achievement of the award, and as a result, Vice Mayor Pro Tem Lillian Brock Flemming recognized Justin Powell, the City’s Budget Administrator, and Kristina Junker, the City’s Budget Analyst/Auditor, at last night’s formal meeting of City Council for their work on the budget.

According to GFOA, the award represents a significant achievement for the City of Greenville and reflects the commitment of the governing body and staff to meeting the highest principles of government budgeting. In order to receive the award, the City had to satisfy nationally-recognized guidelines for effective budget presentation which are designed to assess how well an entity’s budget serves as a policy document, a financial plan, an operational guide and a communication device. Budget documents must be rated “proficient” in all four categories, and the 14 mandatory criteria within those categories, to receive the award.

GFOA is a non-profit professional association serving over 17,600 government finance professionals throughout North America. GFOA’s Distinguished Budget Presentation Awards Program is the only national awards program in governmental budgeting.
