County altering hours at 2 drop-off facilities

Richland County Solid Waste & Recycling is introducing changes at two drop-off facilities to reduce confusion for residents, make service more efficient, and account for population growth and increased traffic.
The changes affect operating hours for the Clemson Road Recycling Site, at 900 Clemson Road, Columbia, and the Lower Richland Drop-off Center, at 10531 Garners Ferry Road, Eastover. Beginning Sept. 9, hours at both facilities will change to 8 a.m. to 4:30 p.m., Tuesday-Saturday at both sites.
County Council has already approved the changes, which address a number of concerns, including:
- Inconsistencies in operating hours at drop-off facilities that caused confusion for some residents
- Population growth in Northeast Richland and increased traffic on Clemson Road during morning and evening commute times
- A lack of vendor services and landfill access available to transport and dispose of waste on Sundays
Solid Waste & Recycling staff reviewed daily and hourly car counts for both sites to determine the most efficient and user-friendly schedule for Richland County residents, while also allocating County staff and resources effectively.
Hours at the County’s C&D Landfill Drop-off Center, at 1070 Caughman Road N., Columbia, remain unchanged. The landfill is open 7 a.m. to 4:30 p.m. Monday-Friday and 7 a.m. to 12:30 p.m. Saturdays.
