Former SC Governor Chief of Staff James Burns returns to Nelson Mullins as partner

COLUMBIA, SC – James Burns has returned to Nelson Mullins Riley & Scarborough LLP as a partner after serving as S.C. Gov. Nikki Haley’s chief of staff.

Mr. Burns returns to his private practice where he focuses on consumer financial services litigation, business litigation, and government relations. He represents consumer financial services institutions and loan servicers in a variety of actions involving alleged violations of the Truth in Lending Act, the Real Estate Settlement Procedures Act, the Fair Credit Reporting Act, and the Fair Debt Collections Practices Act, as well as state statutes and state unfair and deceptive trade practices acts. He has trial experience in federal court, state court, and arbitration proceedings.

In addition to his experience as the governor’s chief of staff, Mr. Burns has served as chair of the S.C. State Ethics Commission and as former counsel to the S.C. Ethics Reform Commission.

Mr. Burns also serves as a Commander in the U.S. Navy Reserve Judge Advocate General’s Corps. He served as deputy legal counsel for the Vice Chief of Naval Operations at The Pentagon from 2006-2008. He also was assistant force judge advocate for the Commander of the U.S. Naval Forces Central Command from 2005-2006. Before that he was a prosecutor in the Trial Service Office Southeast from 2002-2005.

He earned his Juris Doctor, cum laude, from the University of South Carolina School of Law and earned his Bachelor of Arts degree in Political Science from The Citadel.
