Richland Two School Board unanimously votes to extend superintendent’s contract

The Richland School District Two Board of Trustees conducted the annual superintendent’s performance evaluation for Dr. Kim D. Moore during regularly scheduled board meetings on Tuesday, July 9, 2024, and Tuesday, August 13, 2024.
This annual evaluation is required by board policy and by the district’s employment agreement with the superintendent. During the executive session of the meetings, board members assessed Dr. Moore’s performance in five specific areas: Resources and Budget; Systematic Communication; Safe and Orderly Environment; Parent/Community Involvement and Outreach; and Legal and Regulatory Compliance. Overall, the superintendent received a rating of “Proficient.” In the categories of “Resources and Budget” and “Safe and Orderly Environment,” the board rated her as “Accomplished.”

In the public session of the August 13 meeting, Vice Chair Niki Porter made a motion, after reviewing Dr. Moore’s report on the district’s progress, to conclude as a board for Dr. Moore to receive a favorable evaluation for the 2023-2024 school year. Unanimously, the board voted 7-0 to extend Dr. Moore’s employment contract by one year through June 30, 2027.
Dr. Moore thanked the board for its confidence and trust in her as the superintendent of Richland Two.
“I would like to thank you for being partners in this work. I believe over the course of this year, we have done some great things for our students, district and community. This work only gets done when we are working together. I want the community to understand that this is a partnership between the superintendent and the board. I know that we are going to have a great year and make it the best year yet,” said Dr. Moore.
Richland Two Board Chair Dr. Monica Elkins Scott expressed complete confidence in the superintendent and the direction in which she is leading Richland Two.
“We are very excited about the direction in which Dr. Moore is leading our district. Particularly, the board appreciates her hard work and dedication in overseeing financial resources so that as much money as possible benefits our students in the classroom. We also commend Dr. Moore for her commitment to ensuring students and staff are safe and secured in the school environment. We look forward to working together as we continue to implement strategies to improve academic achievement, especially in areas where test scores are not where we would like, and as we build business and community partnerships,” Dr. Elkins Scott said.
Moving forward, the board has asked Dr. Moore to focus on keeping lines of communication open and accessible between the Board and the administration; building strong relationships with local corporate partners; continuing to research and implement ways to improve student performance across all grades, particularly where test scores indicate weaknesses in specific academic areas; and maintaining a visible presence in all of the district’s schools.
Last year, Dr. Moore became the sixth superintendent to lead Richland Two since 1985. Before coming to Richland Two, she served as the Assistant Superintendent of Career and Innovative Programs in the Pasco County School District of Florida, leading their workforce development programs, PreK-12 STEM/STEAM schools, and technical college. She is a retired U.S. Army Chemical Corps Officer, Adjunct Faculty Member for Nova Southeastern University, and Executive Director for Maxwell Leadership. Dr. Moore is passionate about leadership and education, and her philosophy is to lead by example.
During Dr. Moore’s military career, she served in numerous leadership positions, specializing in Nuclear, Biological, Chemical (NBC) Weapons, and Weapons of Mass Destruction (WMD). Her last assignment was at The Pentagon as Assistant for Negotiations, Office of the Secretary of Defense, Department of the Army.
Dr. Moore started her second career in education after retiring from the military and has held various leadership positions, including Teacher, Administrator, Principal, Director, and Assistant Superintendent.
Dr. Moore holds a Bachelor of Science degree from Widener University, where she majored in Biology and minored in Chemistry, a Master's degree in Administration from Central Michigan University, an Educational Specialist degree in Educational Leadership from Nova Southeastern University, and a Doctoral Degree in Educational Leadership with a major in Organizational Leadership and a minor in Urban Education from Nova Southeastern University.
Originally from Chester, Pennsylvania, Dr. Moore and her husband James have five adult children and six grandchildren.
