City moves additional services to payment center temporarily

Due to building maintenance related to an emergency repair, public facing services that are normally provided at the City of Columbia’s building at 1136 Washington Street will temporarily move to the City’s Payment Center, located at 3000 Harden Street.  The following services will be provided at the 3000 Harden Street location starting on Thursday, February 3, 2022 until further notice.

For business with the Planning and Development Services Department, customers are encouraged to visit our website at for information and to apply for permits on-line.  Customers who wish to conduct in-person business with Zoning, Building Permits, and Development Center may visit 3000 Harden Street to meet with City staff.  Phone numbers to call for these services are:

For Business License customers, please visit 3000 Harden Street to conduct in-person business or contact 803-545-3345 to speak with a Business License representative.

In the interim, applications and questions for new water and/or sanitary sewer service(s) can be made via email to  All new and post construction submittals outside of City limits or additional inquiries should be emailed to [email protected].

The public is advised to visit the City’s Payment Center, located at 3000 Harden Street, for all of the services listed above until further notice. The Payment Center is open Monday through Friday from 8:30 AM to 5:00 PM.
