The ACHIEVE Program Director supervises, develops, plans, directs, implements and evaluates the operation of the ACHIEVE Program serving Spartanburg, Cherokee and Union Counties. Researches, develops, prepares and writes grant proposals for continuation of funding and for new supplemental grants. The youth program serves economically disadvantaged, at-risk, high school dropouts, ages 16-24, with educational and employability training and placement, counseling and personal development. The program includes follow-up for each participant for at least one year. Participants complete a customer satisfaction survey upon exit.
• Hires, supervises, monitors, assigns work, counsels and evaluates six other support staff for a total program of seven staff. Supervises all project operations. Components include educational (GED/HSD) instruction, career readiness training, job development, life skills and personal development activities, career and personal counseling and field trips for approximately 80 participants per year (varies). Also included is follow-up and post-secondary enrollment activities. Coordinates substitute for instructor and van drivers upon absence.
• Develops and monitors line item budget, totaling approximately $465,400 (varies) maintaining compliance of very strict guidelines. Modifies grant during each year in order to maintain compliance. Reconciles monthly and end of year closing for budget and compiles statistical reports. Keeps abreast of all expenditures and budget costs. Uses USCeRA for budget proposal submission
• Serves as a communication linkage and liaison among all policy and governing entities: 1) Dept of Labor (federal); 2) SC Dept of Employment and Workforce (state); 3) Upstate Workforce Board (local), including all monitoring from above three entities; 4) USC Administrators (Sponsored Awards, Contract Grant/Accounting, Facilities Planning; 5) USC Upstate Administrators (Human Resources, Academic Affairs, Facilities Planning, etc.). In addition, director serves as a communication linkage, liaison, central contact to UWB members, Youth Council and UWB staff.
• Networks with, presents to and coordinates services with a variety of community service organizations in each county to include but limited to Housing Authorities, United Way, Spartanburg Community College, local colleges, Job Corps, Department of Juvenile Justice, Department of Social Services, Job Service, Vocational Rehab, Ad Education, Alcohol/Drug, Safe Homes, school districts in each county, online public schools and other agencies referring youth. Develops and maintains positive relationships with these agencies. Represents USC Upstate by addressing and making presentations to the public, special groups, guidance counselors and others to make the public aware of the services offered by the ACHIEVE Program.
• Monitors the South Carolina Works Online System (SCWOS) for youth participants. Uses the USC system PeopleSoft for appropriate requests.
• Develops, prepares and writes grant proposals each year for the continuance of funding. Explores, researches/investigates other funding sources for additional monies. Develops, prepares and writes grant proposals to provide additional equipment/training materials to support and help meet the needs of the program. Writes and establishes internal policies and procedures. Devises, revises and implements systems in order to improve operations. Works with staff to reach and meet needs of target population.
• Prepares, assists, coordinates with and provides information for auditors (local, state, federal). Collects, updates and maintains all laws, rules and regulations imposed by Dept of Labor, Upstate Workforce Board and USC. Forwards and advises all program staff to ensure compliance with Federal and State guidelines. Also, because site is located off campus. director must collect information regarding ADA, OSHA and Fire Safety standards of location and insures compliance with USC regulations and Facilities Planning Dept. Negotiates and insures compliance of lease agreement.
• Responds to and handles emergency situations, such as but not limited to, student injury, staff injury, van issues/accidents and facility events. Other duties as assigned.
Minimum Qualifications:
Master’s degree in Student Personnel services or related field with 2 years related experience or bachelor’s degree with 4 years related experience. Good driving record, valid driver’s license and a successful background check are required.
Preferred Qualifications:
Grant experience, experience with federal regulations, writing grants, supervising, managing budgets, working with at-risk populations.
