As we continue to grow, we are seeking a passionate and skilled Compliance, Safety Awareness and Training Coordinator to join our team. This role is vital in fostering a positive relationship with the public and ensuring clear communication about the safety and reliability of natural gas.

Overview of Position Summary:

In this role, you will be responsible for informing the public of our natural gas operations, damage prevention, and how they should react during a natural gas emergency. You will collaborate with internal teams, residents along our pipeline, community stakeholders, and first responders to promote a positive image of our company. This role requires a combination of communication, outreach, and educational initiatives to ensure that the public is well-informed about the presence of our natural gas pipelines and the safety measures that we have in place.

Key Responsibilities:

1. Public Awareness: Visit residents along our transmission pipeline annually to inform them of the pipeline’s presence, how to prevent damage to the pipeline, and what to do in case of an emergency concerning the pipeline, etc.
2. Safety: Work closely with all employees to ensure CNNGA’s Safety Program is followed by everyone and that it is continuously improved.
3. Regulatory Compliance: Work with other members of the Regulatory Compliance Department to ensure that CNNGA’S Safety, Compliance, and Public Awareness efforts align with federal and state compliance requirements.
4. Liaison with Emergency Officials: Work closely with Emergency Response Officials to create a positive liaison ensuring an ongoing relationship designed to prevent, prepare for, and respond to natural gas emergencies.
5. Damage Prevention: Communicate with local contractors and the general public who may perform excavation activities in our area. Educate them on the state’s “One-Call” program (SC 811 “Call Before You Dig”) and how to respond if they cause damage to a pipeline.

Minimum Qualifications:

• Proven experience in Safety, Regulatory Compliance, Public Relations, or a related field.
• Strong communication and interpersonal skills
• Knowledge of the natural gas industry is a plus.
• Ability to work independently and in a team setting.
• Basic knowledge of Windows Office Applications.
• Valid South Carolina driver’s license.

Job Title: Compliance, Safety Awareness, and Training Coordinator

I. JOB SUMMARY:
• Ensure execution of requirements as set forth in the Authority’s Public Awareness Plan
• Function as a point of contact with the South Carolina Office of Regulatory Staff
• Enforce rules and regulations as they pertain to public awareness and safety.
• Ensure the Authority’s compliance by performing periodic reviews.
• Maintain accurate and timely reporting as required by ORS.
• Facilitate standardized operational and safety training that aligns with the functional needs of the Authority.
• Facilitate the Authority’s Operator Qualification Program to qualify skilled and work-ready staff.
• Support the Operational needs of the Authority throughout its service territory.

II. RESPONSIBILITIES AND DUTIES:

10% Develop and maintain liaison with emergency responders, government agencies, and other organizations to ensure proper response when dealing with a natural gas emergency.
40% Ensure compliance with current regulatory codes and standards, implement new procedures, and processes to meet requirements of future regulatory changes
15% Identify, Develop, and Facilitate operational employee development and operator qualification standards
15% Create a strong team that strives for excellence in safety while supporting all aspects of the business unit’s critical infrastructure and resources.

Principle Accountabilities include:
• Develop, Implement, and Monitor the Authority’s Safety Standards and Employee Safety Program
• Identify and approve recommended personal protective equipment (PPE) and other safety equipment to be utilized by Authority personnel.
• Facilitate Safety Meetings
• Participate in incident investigation and corrective action implementation.
• Develop, Implement, and Review the Authority’s Public Awareness Program
• Raise Public Awareness of the presence of Natural Gas Pipelines in their area.
• Educate customers and non-customers near the Authority’s pipelines on how to recognize and respond to any gas odors, potential gas leaks, or other threats.
• Educate excavators and the general public on the steps they should take to prevent 3rd party damage and how to respond if they cause damage to a pipeline.
• Ensure proper documentation and record retention of the Authority’s Public Awareness Program and 3rd Party damage reporting.

• Develop, Implement, and Review the Authority’s Operating and Maintenance Procedures to ensure compliance and safe pipeline operation.
• Know and educate yourself on company policies and procedures.
• Ensure compliance with current regulatory codes and standards; implement new procedures and processes to meet the requirements of future regulatory changes.
• Act as a company representative to support regulatory agencies during annual inspections or Audits.
• Maintain accurate and timely reporting as required by regulatory bodies.

• Develop and facilitate operational employee development and operator qualification standards.
• Review functional training needs of Authority personnel and develop baseline training requirements.
• Facilitating the professional development of staff by monitoring and scheduling training on an as-needed basis.
• Maintain a trained and qualified workgroup through approved educational programs, seminars, and departmental meetings.
• Provide oversight of the Authority’s Operator Qualification program to ensure that the staff maintains the skill set needed to support the business.

• Develop and maintain liaison with emergency responders, government agencies, and other organizations to ensure proper response when dealing with a natural gas emergency.
• Establish and maintain a Liaison with local emergency responders such as fire departments, EMS, and Police.
• Develop and implement training for emergency services and government agencies on Natural Gas and how to respond to a Natural Gas release or emergency.
• Development and implementation of formal Incident Command protocol with local government agencies and emergency services.

• Perform other duties as assigned.

III. JOB QUALIFICATIONS:

Minimum qualifications:
• Associate degree in business/Technical Field or 3-5 years’ experience in a related field.
• Demonstrated competency in a Windows environment to include a working knowledge of spreadsheets and word-processing applications such as those included in Microsoft Office Applications.
• Ability to work independently and in a Team Setting
• Demonstrated excellent interpersonal, written, and verbal communication skills.
• Valid South Carolina Driver’s License

Desired qualifications:
• Bachelor’s degree in business or Technical Field with 5 years’ experience in a related field.
• Technical writing experience
• Experience developing and implementing training.
• Strong working knowledge of Federal Regulations defined by 49 CFR 192
• 5 years’ experience in the Natural Gas Industry.

Physical Requirements:
• Primarily working in an office environment. Work is minimally strenuous but may require exerting up to 50 lbs. of force occasionally to lift, carry, push, pull, or otherwise move objects, including the human body; involves sitting at a computer, but may involve walking or standing for extended periods of time. It could involve working outside and may involve working during inclement weather. Must be able to walk over uneven terrain.
