Laurens City Council Passes First Reading of Proposed Land Ordinance and Sets Additional Town Hall Meetings to Answer Questions

January 28, 2025

The City of Laurens is taking proactive steps to shape its future with the introduction of a proposed Land Use Ordinance. This initiative aims to balance growth with preservation, fostering a vibrant, sustainable, and equitable community.

First Reading Passes Unanimously

The updated Land Use Ordinance, detailed in Chapter 44 of The Code of Ordinances, reflects input from the Laurens community and addresses critical priorities such as meeting basic human needs, protecting the city’s distinctive charm, ensuring sustainable development, and promoting accessibility for all residents. The first reading of the ordinance passed unanimously during the Laurens City Council meeting on January 28, 2025. While the ordinance has generated support, there has also been some concern and questions from residents about its impact.

New Town Halls Scheduled

To address these questions and concerns, Laurens City Council has scheduled two town hall meetings next week where residents can ask questions and express their opinions. The meetings will be held on:

  • Monday, February 3rd, at The Ridge (301 Exchange Rd, Laurens) at 5:30 PM
  • Tuesday, February 4th, at Lucas Avenue Baptist Church (101 Lucas Ave, Laurens) at 5:30 PM

During the January 28 meeting, which was live-streamed and is available for viewing here, Mayor Nathan Senn emphasized several key points. He stated that the ordinance does not prevent property owners from selling their property and described it as a roadmap for the future, designed to guide the city’s growth and development. He assured residents that the ordinance does not change how property can be used, provided the use is legal, and stressed that it can be modified in the future if needed. The mayor also noted that the ordinance should be viewed as a flexible framework, capable of adapting to meet the needs of the community over time.

Key documents, including the Land Use Ordinance (Draft Jan 24, 2025), Zoning Map (Draft Jan 24, 2025), Historic Overlay District (Draft Jan 24, 2025), and Community Character Overlay Districts (Jan 24, 2025), are available online for residents to review.

Comprehensive Plan for Growth

The ordinance introduces new zoning districts and addresses outdated zoning codes, shifting from highway-focused to neighborhood-based planning. It promotes mixed-use development, walkable neighborhoods, and the preservation of Laurens’ historic charm while emphasizing sustainability and inclusivity. Community members are encouraged to attend the second reading on February 18, 2025, to provide feedback on this transformative proposal.

The proposed ordinance serves as a comprehensive roadmap for the City of Laurens, outlining a path toward smart growth, sustainability, and preserving the qualities that make the city a special place to call home. By focusing on balanced development and environmental stewardship, the ordinance is designed to foster a thriving, inclusive community where all residents can benefit and succeed. Residents are encouraged to review the resources and share their input to shape Laurens’ future.

Laurens residents with questions or interested in learning more are encouraged to attend one of the upcoming town hall meetings.

The second reading of the ordinance is scheduled for February 18, 2025  City Council Meeting (5:30 PM).
