SCDOT Commissioners sworn in after confirmation
March 6, 2025The South Carolina Department of Transportation is announcing the swearing in of two SCDOT Commissioners. Commissioner Sel Hemingway, Jr. will join SCDOT for his first term after being confirmed and Commissioner Pamela Christopher will begin her second term.

H.E. Sel Hemingway, Jr., of Andrews, was named to the South Carolina Department of Transportation Commission representing the Seventh Congressional District.
Hemingway said, “I am grateful for the opportunity to continue to serve our state in this new role as an SCDOT Commissioner. South Carolina has experienced a tremendous amount of growth and I look forward to working alongside my fellow Commissioners and the staff at SCDOT to continue building a road and bridge network that will support the bright future ahead.”
A graduate of Clemson University, Hemingway served as the county administrator for Georgetown County. He served on the Georgetown County Council for 11 years, spending eight of those years as chairman.
Hemingway served as president of the Andrews Industrial Development Corporation and chairman of the Georgetown County Economic Development Commission.
Hemingway and his wife Kathy have four children.
Commissioner Pamela Christopher was sworn in to her second term representing the Third Congressional District.

Christopher was the first woman to serve as the Chair of the SCDOT Commission in 2024. She joined the Commission in 2020.
Christopher said, “It is an honor and a privilege to continue to serve the state of South Carolina as a Commissioner. I am fortunate to serve alongside a group of dedicated public servants and leaders at SCDOT. As we continue moving our infrastructure forward with the implementation of Momentum 2050, it will be crucial to bring agencies and partners together to have a transformative multimodal transportation plan that continues moving South Carolina forward. I’m looking forward to working with my fellow commissioners and our SCDOT team to continue our path forward in strengthening South Carolina’s roadway to a prosperous future.”
