Seasoned executive and community leader brings extensive development expertise to role

CHARLESTON, SC – North American Properties (NAP) announced that LeGrand Elebash will serve as Project Executive for Lorelei, its planned upscale, experiential mixed-use waterfront community in Charleston, South Carolina.

Located on a premier 160-acre waterfront site currently known as Laurel Island, Lorelei will become part of Charleston’s growing Upper Peninsula community, central to the Port of Charleston and the city’s emerging tech scene.

Lorelei will offer retail, restaurants, a food hall, hotel, meeting space, offices, parking and boat access, multifamily residences, single family homes, community gathering spaces and an entertainment venue on the water. Lorelei construction is expected to begin immediately upon clearing regulatory and financing milestones.

“We are excited to announce LeGrand’s appointment as Project Executive for Lorelei,” said Mark Toro, NAP’s managing partner. “His significant local and global experience and expertise in managing upscale mixed-use developments make him the ideal candidate to lead this transformative project.”

Elebash brings proven experience critical to delivering on NAP’s long-term project development and community engagement goals. As a Charleston-based Project Executive, Elebash will oversee all aspects of the Lorelei project, liaising with the NAP team and other partners.

With more than 15 years industry experience, Elebash most recently founded and led CIVIS Consulting, a professional services firm focused on Citizenship by Investment in the Federation of St. Kitts & Nevis. He also has recent local experience in commercial real estate with Lee & Associates. Prior to that, he worked in St. Kitts for four years as the COO of Christophe Harbour, a 2,500-acre luxury resort development, where he led the team that launched the resort. He also spent eight years raising capital and developing real estate projects in the southeastern United States. Elebash received his bachelor’s degree from Yale University and his master’s in business administration from Harvard Business School. He also served in the U.S. Marine Corps as an officer and F/A-18 fighter pilot.

He has held multiple community leadership roles, volunteering his time and talent with organizations including Spoleto Festival USA—where he currently serves on the board—as well as the Christophe Harbour Foundation, Water Missions International, Operation Home, Halsey Institute of Contemporary Art at the College of Charleston, I’On Trust, and I’On Homeowners’ Assembly.

“I’m honored to work with the North American Properties team to deliver on their vision of creating a community that will be an intersection of Charleston character, best-in-class urban design and waterfront mixed-use development,” said Elebash. “Adding to that, the team is dedicated to engaging the local community, and I’m pleased to help lead that process.”

NAP’s motto is “we build community before we build community.” NAP is currently conducting a discovery tour, listening to the Charleston community and a world-class team of urbanists with specialties in waterfront properties. NAP will invite people to share thoughts and ideas via social media and through neighborhood meetings.
