The award, presented by COL Bill Connor, Emergency Preparedness Liaison Officer for S.C., recognized both Sheriff Lott and the RCSD for “always putting the citizens of Richland County and the Palmetto State first, and for demonstrating a willing commitment” to the county’s citizens during the flood event.

COL Connor, who serves as the state’s Emergency Preparedness Liaison Officer – a post he also held during last year’s flood event – is an Orangeburg-based attorney, an Army Reserve combat infantry officer and former senior U.S. military advisor in Helmand Province Afghanistan.

Led by Sheriff Lott, the RCSD employs over 700 uniformed officers and 140 non-sworn personnel, making it one of the largest law enforcement agencies in the Palmetto State.
