Richland School District Two announces new principals

COLUMBIA, SC – Richland School District Two is proud to announce new principals for three elementary schools in the district.

Stacey M. Franklin takes over as principal of Killian Elementary School in July 2016. The school’s current principal, Dr. Robert Scotland, announced his retirement earlier this year.

Dr. Cassandra S. Bosier assumes the role of principal of Polo Road Elementary in January 2017, when current principal, Dr. Marshalynn M. Franklin, becomes the first principal of Elementary 20, the district’s newest school currently under construction on Trenholm Road Extension.

maleStacey M. Franklin currently serves as assistant principal at Windsor Elementary. His eight years as an assistant principal in Richland Two also include seven years at Pontiac Elementary. Franklin’s educational career began in 1996 at Felton Laboratory School in Orangeburg, S.C., where he taught first, second, fourth and fifth grades. In 2004, he began serving as the school’s Palmetto Achievement Challenge Coordinator, a program designed to help students not meeting standards on state assessments. While working in Orangeburg, Franklin also served as the activity director for the National Youth Sports Program.

Franklin holds three degrees from South Carolina State University: Bachelor of Science in marketing; Master of Arts in Teaching in elementary education; and Educational Specialist in educational administration. He has completed the South Carolina Department of Education’s Assistant Principal Program for Leadership and Developing Aspiring Principals Program. Franklin’s professional memberships include the National Association of Elementary School Principals, South Carolina Association of School Administrators, South Carolina Basketball Officials Association and South Carolina High School League, and he is a member of the Omega Psi Phi Fraternity.

3rdDr. Cassandra S. Bosier currently serves as assistant principal at Forest Lake Elementary, a position she will retain until January 2017 when she takes over as principal at Polo Road Elementary. She began her career in Richland Two as a third-grade teacher at Joseph Keels Elementary in 1999. After six years of teaching, she took on the role of school-wide mathematics coach in 2005 and participated in extensive training. During this time, she also completed her doctoral study of researching the Effects of Teacher Perception of Differentiated Mathematics Instruction on Student Achievement in Grades 3-5 as Measured by MAP in 2007. Bosier went on to serve as the school-wide Differentiated Instructional Coach. She then moved to Bookman Road Elementary where she was chosen Teacher of the Year for the 2010-2011 school year after being there for only one year.

Bosier earned a Bachelor of Science in elementary education from South Carolina State University. Her master’s degrees include a Master of Education in integrated studies in elementary education from Cambridge College and a Master of Science in leadership in education administration from Capella University. In 2007, she earned a Doctor of Philosophy in advanced teaching K-12/curriculum and instruction. Her professional affiliations include the National Education Association, S.C. Association of School Administrators, S.C. Education Association and Richland County Education Association.

Dr Marshalynn FranklinDr. Marshalynn M. Franklin will continue to serve as principal of Polo Road Elementary until January 2017, when she will begin preparing for the August 2017 opening of Elementary 20, as the school’s first principal. Even before she officially becomes principal of the new school, which is under construction on Trenholm Road Extension, she will work with a community committee to recommend a name for the new school.

Franklin also helped open Polo Road Elementary as an assistant principal in 2006 and was promoted to principal in 2011. She came to Richland Two in 2005 as an assistant principal at Windsor Elementary. She began her career in public education as a teacher at Joseph Shanklin Elementary School in Beaufort, S.C.

A graduate of Winthrop University, Franklin holds a Bachelor of Science in elementary education. She went on to earn two master’s degrees, one in curriculum and instruction from Coppin State College and one in educational administration from the University of South Carolina. Franklin earned a Doctor of Philosophy in educational leadership from Trident University International.
