Richland Two hires new Chief Human Resources Officer

At a special called board meeting on Tuesday, January 3, 2017, Superintendent Debbie Hamm and Superintendent-Elect Baron Davis recommended and the Richland School District Two Board of Trustees approved Shawn C. Williams as Chief Human Resources Officer effective immediately. She replaces Roosevelt Garrick who retired in December after giving 37 years of service to Richland Two.

As the Chief Human Resources Officer, Williams will oversee a staff of 20 and direct the District’s overall human resources practices, policies and operations that will enable Richland Two to attract, motivate, develop and retain an outstanding pool of staff which currently includes more than 3,600 employees.

She joins the District most recently from Orangeburg Consolidated School District Five, where she served on their senior leadership team as Chief Human Resources Officer.  Williams has more than 20 years of experience in human resources strategy, compensation and benefits, leadership development, strategic communications and change management in several public South Carolina school districts (Edgefield County, Chester County and Orangeburg County) as well as a variety of private business sectors.

Williams received a Bachelor of Science in human resources from Anderson University and earned a Master of Management from Southern Wesleyan University. She is a member of the South Carolina Association of School Administrators (SCASA) where she has distinguished herself in a number of leadership positions including the chair of the SCASA Personnel Group Professional Development and the Innovative Ideas Institute Committee serving as a personnel representative and expert in her field to prepare outstanding educators to successfully lead school districts through effective human resources strategies.
