The Town of Hilton Head Island and OneStreet Residential solidify public-private partnership for Northpoint Workforce Housing Neighborhood
July 25, 2024The Town of Hilton Head Island and OneStreet Residential signed a Workforce Housing Development Agreement for an 11-acre tract of Town-owned land at Northpoint Circle. This marks a critical step toward creating a sustainable workforce housing neighborhood on Hilton Head Island.
On Tuesday, June 18, the Hilton Head Island Town Council voted to approve OneStreet Residential as the Town’s development partner. The decision was made following a comprehensive analysis and legal review by the Town Manager, Town staff, and the Town’s Northpoint Public-Private Partnership Housing Advisory Committee. The Northpoint Advisory Committee, comprised of Town Council members and community leaders, endorsed OneStreet Residential as the most suitable development partner after an extensive review of development plans, financing options, programming and property management.
Upon completion, Northpoint is slated to offer 150 to 170 units, comprised of one, two, and three-bedroom apartments with rental rates attainable for households with incomes ranging from 60 to 150 percent of the Area Median Income (AMI). Based on Beaufort County’s 2024 AMI, a family of three could earn between $57,480 and $143,700 to qualify to live at Northpoint.
The Northpoint neighborhood will consist entirely of workforce housing, targeting Hilton Head Island’s workers. Residents must be employed on Hilton Head Island to live at Northpoint. At least 50 percent of the units will cater to households earning between 60 and 80 percent of the AMI, including teachers, law enforcement, hospitality workers, and healthcare providers. This eligibility criteria ensures accessibility for a wide range of essential workers on the Island.

Northpoint features will include:
- 150 to 170 energy-efficient rental units, with a mixture of one, two, and three-bedroom apartments.

- A pool and outdoor communal spaces with grilling, dining stations, pavilions, seating, and playgrounds to foster social interaction and a sense of community among residents.
- Functional open spaces with views of Jarvis Creek and a neighborhood park with walking trails and fitness stations, and a community garden to encourage residents’ health and wellness.
- Onsite property management and a multipurpose community center with high-speed internet and programs tailored to residents’ needs, such as educational, economic empowerment and recreational activities.
- Integration of stormwater eco-infrastructure, such as rain gardens and bioswales to enhance the landscape while capturing, treating, and infiltrating stormwater runoff.
- An attractive green infrastructure strategy, including pervious materials and water-neutral site features.
- Onsite recycling and trash facilities.
- Pedestrian and bike-friendly infrastructure.
- Electric vehicle charging stations.
- An onsite trolley stop to encourage the use of public transportation.
- Native landscaping and minimal turf grass to reduce water consumption from irrigation.
- Well-lit entrances, landscaped pathways and parking areas to promote safety.
- Laundry appliances within each unit for residents’ convenience.
The Northpoint site is located on William Hilton Parkway and Jarvis Creek, within a mile of Hilton Head Island schools and the Island Recreation Center, and near the Boys & Girls Club. The Northpoint property was originally developed as a commercial subdivision before being acquired by the South Carolina Department of Transportation (SCDOT) in the 1990s to support the construction of the Cross Island Parkway. The Town acquired the property from SCDOT in 1999 with Real Estate Transfer Fee funds for about $1.4 million, which included the Town designing and replacing a culvert under U.S. 278 as partial credit against the purchase of the land. Although no commercial buildings were constructed at Northpoint, the existing road and supporting infrastructure makes the site ideal for redevelopment.
The Northpoint project reflects a public-private partnership in which the Town provides a 65-year ground lease, $1 million to support eligible project costs with contributions secured from the American Rescue Plan Fund, affordability covenants to maintain a workforce neighborhood in perpetuity, zoning entitlements, long-term programming support and project vision.
OneStreet Residential’s role involves design, permitting, financing, project management, construction, lease-up, long-term programming and property management.
Over the coming months, OneStreet Residential will collaborate closely with Town leadership to finalize next steps in the planning process, with construction targeted to commence in the summer of 2025. Construction is anticipated to last 18 months, with the first units being available to rent in late 2026.
