City of Charleston launches ‘Operation Move-Out’ to reduce downtown clutter

July 31, 2025

The City of Charleston’s annual Operation Move-Out initiative will take place from July 31 through August 5, 2025 (with no work scheduled for Sunday, August 3), as students and tenants transition in and out of downtown rental properties.

Each year, Charleston’s streets are inundated with discarded household goods as College of Charleston students move out on July 31 and new tenants move in on August 1. Operation Move-Out is a proactive effort to keep city streets clean, safe, and accessible by reducing improperly discarded items during this high-turnover period.

To ensure a smooth process, residents and tenants are asked to follow these guidelines:

  • Stack large items neatly at the curb
  • Bag small items and clothing in clear plastic bags
  • Recycle correctly: green bins for trash, blue bins for recyclables
  • Do not place electronics at the curb—take them to an approved drop-off location
  • In addition, property managers are encouraged to utilize dumpsters on Milford Street to minimize the volume of curbside debris.

By following these simple steps, residents and property managers can help ensure downtown Charleston remains clean and welcoming for all.
