Clinton City Council Reviews Tourism Funding, Zoning Changes, and Infrastructure Plans at October 6 Meeting

The Clinton City Council covered a full agenda during its regular meeting on October 6, 2025, recognizing important community observances, approving funding allocations to support tourism, and discussing zoning, infrastructure, and economic development initiatives.

Proclamations

Council issued several proclamations recognizing key community observances:

  • Arbor Day – to be celebrated on the first Friday in November (November 7, 2025)

  • Breast Cancer Awareness Month – October

  • Public Power Week – October 5–11

Appointments

Council voted to extend current appointments to the City Planning Commission for 12 months, citing the ongoing work on the city’s comprehensive plan as the reason for the extension. Megan Walsh cast the lone vote in opposition.

Tourism Funding Allocations

Council approved 2025–2026 Accommodations Tax (A-Tax) Committee funding recommendations to support local tourism efforts and community events. Committee Chair Kay Addison presented the distribution breakdown to local non-profits:

  • Clinton Canopy – $2,500

  • YMCA – $15,000

  • Laurens Community Theater – $10,000

  • Musgrove Mill Estate Park – $15,000

  • Presbyterian College Family Weekend – $5,000

  • Laurens County Rev 250 (celebrating the county’s role in the American Revolution) – $5,000

  • Clinton Main Street – $24,966.92

Business License Ordinance Update

Council unanimously approved first reading of Ordinance 2025-009-001, updating the city’s business license class schedule to align with South Carolina Act 176 of 2020.

Zoning Changes

Council addressed several zoning matters:

  • Ordinance 2025-009-002 – Tabled first reading of a proposed zoning change for 1.09 acres on the southwest side of U.S. Highway 76 (Tax Map #658-00-00-026).

  • Ordinance 2025-009-003 – Approved a zoning change for 43.9 acres on the southwest side of Commerce Avenue (Tax Map #901-35-01-003 and #901-35-01-012).
    The request came from Coastal Pre-Cast, a company that manufactures concrete bridge beams and plans to locate at the site, bringing 100 new jobs to the community.

Property and Contract Matters

Council tabled action on a contract amendment related to the Contract of Sale and Purchase with ARK Management Corporation, allowing for further review.

Council also discussed a new fire service contract between the City of Clinton and Laurens County.

Infrastructure and Utilities

Council approved Resolution 2024-009-095, authorizing the installation of sewer infrastructure from the Dutton Farms Development that will cross the recreation complex property.

Council also approved Resolution 2025-009-004, which approves the acceptance of loan assistance from the South Carolina Water Quality Revolving Fund Authority. This is a principal forgiveness loan at no cost to the city and will support a treatment study for PFAS.

Economic Development

Economic development attorney Lawrence Flynn led a discussion on FILOT (Fee in Lieu of Taxes) agreements, the Bailey Bill, and other local incentives aimed at encouraging business growth in Clinton.
