Charleston County School District finalizes Superintendent Huggins’ extended contract through 2031
November 20, 2025The Charleston County School District (CCSD) Board of Trustees has formally executed the employment contract extension for Superintendent Anita Huggins, finalizing the terms approved by the Board on November 10, 2025. The fully signed agreement extends Huggins’ tenure through June 30, 2031, and reinforces the Board’s commitment to long-term stability and continued academic progress in CCSD.
The finalized contract reflects the Board’s 8–1 vote on November 10, following Huggins’ Exemplary evaluation rating of 30.89 out of 33, one of the highest ratings possible under the district’s rubric. Her evaluation highlighted ongoing improvements in student achievement, strengthened instructional systems, fiscal responsibility, and growth in community confidence.
As part of the finalized agreement, Superintendent Huggins’ term now extends through June 30, 2031. The contract also includes a provision for an annual one-year automatic extension beginning in 2031, contingent upon a positive superintendent evaluation for the preceding year, as the original contract stated. In addition, an amendment to Section 4.f updates the superintendent’s compensation structure by replacing mileage reimbursement with a market-rate automobile allowance. The allowance will be certified annually by the district’s Chief Financial Officer, affirmed by General Counsel, and processed through standard payroll with all required withholdings.
Board Chair Pamela McKinney, who signed the contract on November 14, said finalizing the agreement is an important step in maintaining transparent governance and ensuring continuity in district leadership.

Superintendent Huggins has demonstrated exceptional leadership, and this finalized agreement reflects both our confidence in her work and our commitment to stability for students, staff, and families.”
Superintendent Anita Huggins said she is grateful for the Board’s trust and reaffirmed her commitment to the work ahead.

The finalized agreement, signed by Board Chair McKinney and Superintendent Huggins on November 14, 2025, will be entered into the district record in accordance with standard procedures.
