Andy Metts named new Utility Director for Town of Chapin
September 19, 2014CHAPIN, SC – The Town of Chapin has hired Andy Metts to lead its Utility Department, beginning October 6, 2014. Metts has most recently served as the Director of Utilities for Richland County, where he has overseen administration, engineering, operations, maintenance, and special projects for a system with a current annual operating budget in excess of $7 million and a capital improvement budget of more than $21 million.
“Andy Metts brings a wealth of experience in the water and wastewater fields, having taken a small sewer system and developed it into a large public-owned utility which is operated as a self-supporting enterprise fund,” said Chapin Mayor Skip Wilson. “He is well versed in all aspects of the operations, including permitting, design, construction, GIS mapping, hydraulic modeling, budgeting, personnel, and safety. He’s a Chapin native who has firsthand knowledge of our town’s service area, and he will be able to help us upgrade our infrastructure to ensure reliable and quality service for our 4,000-plus utility customers.”
Metts holds a Bachelor’s degree in Mechanical Engineering from the University of South Carolina and several certifications, including Environmental Operators, Water Treatment Operator, Water Distribution, Wastewater Collection, Municipal Solid Waste Landfill Operation and General Contractor. He has worked for the county for 28 years, having started out as a sanitary engineer and working his way up to general manager of the Utilities and Services Division prior to being named Utilities Director in 2001.
He is active in the American Public Works Association, the Water Quality Association of South Carolina, the Rural Water Association of South Carolina and is a member of the Central Midlands Environmental Planning Advisory Committee, the Water Quality Association of South Carolina and the Richland County Planning Advisory Committee.
