Britt Blackwell sworn in to SCDOT Commission
March 20, 2025The South Carolina Department of Transportation is announcing the swearing in of Dr. James “Britt” Blackwell to its Commission. Blackwell, of Rock Hill, was appointed by Governor McMaster in December and was recently confirmed by the South Carolina Senate and House of Representatives.
Blackwell has served on the Rock Hill School Board, the State Board of Education, and the York County Council, where he served as Chairman for eight years. During his tenure as County Council Chair, Dr. Blackwell founded the I-77 Alliance, which has fostered economic development across Chester, Richland, Fairfield, and Lancaster counties.
Both Blackwell and new Commissioner Sel Hemingway, Jr. served at their first Commission meeting today. Blackwell is an at-large Commissioner, meaning he represents all areas of the state and Hemingway replaces former Commissioner Tony Cox to represent the seventh congressional district.
