Carolinas Credit Union League promotes Billy Boylston to Chief Advocacy Officer
February 25, 2026The Carolinas Credit Union League (CCUL) has promoted Billy Boylston to Chief Advocacy Officer, recognizing his more than a decade of leadership advancing the League’s state and federal advocacy priorities across the Carolinas.
Boylston joined CCUL in 2013 and most recently served as senior vice president of advocacy, where he directed the League’s governmental affairs strategy, strengthened relationships with lawmakers, and expanded credit union influence at both state capitols and in Washington, D.C.
“Billy is tremendously talented,” said Dan Schline, president and CEO of the Carolinas Credit Union League. “His vision and leadership continue to strengthen our advocacy efforts for credit unions in the Carolinas each and every day.”
Under Boylston’s leadership, CCUL has delivered significant gains in credit union advocacy. Political giving has grown by more than 150 percent, credit union engagement in the electoral process has expanded, and the League has advanced proactive legislative agendas in both Columbia and Raleigh. Boylston has also overseen major growth on the advocacy team, doubling its size in the past three years. Recent additions include enhanced state-level lobbying roles in both states and a full-time director of federal affairs, strengthening the League’s capacity at every level of government.
“Advocacy is job number one,” Schline said. “The ability for credit unions to grow, thrive, and serve their members is under increasing pressure — from banks, fintechs, merchants, and others across the marketplace. We are continuing to invest in our advocacy efforts at CCUL, and know Billy is well positioned to lead this work as our chief advocacy officer.”
In addition to his work at CCUL, Boylston serves on the American Association of Credit Union Leagues (AACUL) Legislative Strategy Work Group and America’s Credit Unions Advocacy Policy Committee, helping shape national advocacy priorities for the movement.
