Charleston County opens applications for housing and community development funding
March 26, 2026Charleston County Community Development and Revitalization is now accepting applications for federal funding to support housing and community services benefitting low- and moderate-income residents.
Funding is provided through the U.S. Department of Housing and Urban Development (HUD) and includes three programs administered by the county:
- Community Development Block Grant (CDBG)
- HOME Investment Partnerships Program (HOME), including the Community Housing Development Organization (CHDO) set-aside
- Emergency Solutions Grants (ESG)
Eligible nonprofit organizations may apply for funding to support housing, community development, and neighborhood revitalization programs. For-profit developers are eligible to apply for HOME funds.
For reference, Charleston County received the following allocations for the previous program year:
- CDBG: $1,761,701
- HOME (including CHDO): $734,391.83
- ESG: $158,603
A similar level of funding is expected for the upcoming program year, which runs from September 1, 2026, through August 31, 2027. Final amounts will depend on federal funding decisions.

Applications must be submitted electronically through the Neighborly software portal, available here. The deadline to apply is Wednesday, April 22, 2026, at 5 p.m.
Applicant workshop
Charleston County will host a workshop for interested applicants on Tuesday, March 31, 2026, from 10:30 a.m. to 12 p.m. at the Lonnie Hamilton Public Services Building (4045 Bridge View Drive, North Charleston, Room B-339). The workshop will cover eligibility, program requirements, and how to apply.
