Charleston County School District Board of Trustees nears completion of Superintendent evaluation
October 30, 2025The Charleston County School District (CCSD) Board of Trustees has completed the individual evaluation process for Superintendent Anita Huggins. Evaluations were submitted in sealed, anonymous envelopes at the conclusion of the Executive Session on Monday, October 27, 2025.
The Superintendent Evaluation Process is a multi-step, data-driven system that ensures accountability and alignment with CCSD’s strategic goals. Trustees individually review evidence and rate performance using a comprehensive evaluation instrument that measures progress in three areas: Educational Leadership, District Management, and Board and Community Relationships.
Developed by an ad hoc committee chaired by Trustees Dr. Carol Tempel and Mrs. Pam McKinney, and adopted by the Board in February 2025, the evaluation tool was created in collaboration with Superintendent Huggins and reflects CCSD’s commitment to continuous improvement, accountability, and transparent governance.
On Monday, November 3, 2025, the Board will convene in a special-called meeting to review a summary of compiled trustee scores and comments. Following that discussion, the Board will compose a unified report reflecting its collective assessment.
Once finalized, the unified report will be shared with the Superintendent, who will have five business days to review and respond. All materials and discussions will remain confidential throughout the process in compliance with applicable laws and district policy.
A public summary of the unified Board report will be released on Tuesday, November 11, 2025.
