Clinton City Council Approves Multiple Proclamations and Takes Action on Key Development Items
November 10, 2025At its regular monthly meeting on November 3, the City of Clinton unanimously approved a series of proclamations recognizing important health observances and community initiatives taking place throughout November.
Council officially declared the following month-long observances:
• November as Lung Cancer Awareness Month
• November as National Diabetes Month
• November as Alzheimer’s Disease Awareness Month
• November as Hospice of Laurens County Month
In addition, Council approved proclamations recognizing:
• November 20 as World Pancreatic Cancer Day in the City of Clinton
• November 29 as Small Business Saturday in the City of Clinton
These observances aim to promote awareness, support local organizations, and encourage residents to engage in health-related education and community-focused efforts.
Council Considers Annexation and Rezoning Requests
Council heard several land use and development items, each receiving unanimous approval.
Annexation Request – First Reading
Council approved first reading of an annexation request for 1.09 acres at 28484 US Highway 76. The request, submitted by property owner and agent Maros Yanes, brings the parcel—located in unincorporated Laurens County—into the city limits with a proposed zoning designation of R-3 (High-Density Residential).
Rezoning Request – East Corporate Center Development – First Reading
A significant rezoning request was presented for 446 acres located along East Corporate Center Drive, Post Drive, SC Highway 72 East, and Old Colony Road. Submitted by agent Austin Allen of Arbor Land Design on behalf of the City of Clinton and the Clinton Economic Development Corporation, the proposal seeks to rezone four parcels currently zoned A-R, R-1, and C-3 into a Planned Development District (PDD).
The master-planned project envisions a mixed-use development featuring a commercial sports park, residential neighborhoods, office space, and retail components. As required, the PDD documents will be reviewed by the Planning Commission on November 11 and may be revised prior to final approval by City Council.
Rezoning Request – Commerce Avenue Industrial Site – Second Reading
Council unanimously passed second reading of a rezoning request for 43.9 acres on the southwest side of Commerce Avenue. Submitted by agent Kody Kolar of Coastal Precast Systems, the request moves the property to an I-2 zoning designation to allow for the construction of a concrete precast manufacturing and storage facility. While the use is permitted under I-1 zoning, the height of one proposed structure exceeds the I-1 limit by two feet, requiring the change.
The project is expected to create approximately 100 new jobs.
Additional Council Action
Council approved the second reading of Ordinance 2025-009-001, updating the City’s business license ordinance and class schedule to align with state requirements.
Council also voted unanimously to table the first reading of Ordinance 2025-011-001, which concerns the sale of 4.55 acres of city-owned real property. The decision was made due to the illness of one of the attorneys involved in the transaction.
In a celebratory announcement, Council selected Clinton Canopy as the Grand Marshal of the 2025 Clinton Christmas Parade.
Community Event Announcements
Council confirmed key upcoming holiday dates:
• The City of Clinton Christmas Parade will take place on December 6.
• The Presbyterian College Christmas Concert is scheduled for December 7.
These events mark the start of the festive season and are expected to draw residents and visitors to downtown Clinton.
