LOCATION: Assessor

MINIMUM EDUCATION and EXPERIENCE REQUIREMENTS: Requires a Bachelors Degree. Requires three years of experience in property appraisal and real estate OR an equivalent combination of education, training and experience.

SPECIAL CERTIFICATIONS and LICENSES and REQUIREMENTS: Must have certified General Appraiser License or be willing to complete requirements for Certified General Appraiser within an agreed upon amount of time.

ESSENTIAL FUNCTIONS:

Performs appraisals and mass appraisals of complex residential and commercial property for ad valorem tax purposes.
Inspects, appraises and evaluates improved and unimproved land/lots and new construction, measures and sketches new improvements, performs property splits/combinations and value allocations, as well as examines commercial properties every five years for reassessment, as denoted in the SC Code of Laws.
Receives and responds to public inquiries and complaints regarding property taxes, appraisals and assessments.
Inspects and values new improvements found while working permits.
Processes current tax year appeals from property owners.
Assists with research for income and expense characteristics.
Verifies commercial sales including income, expense, vacancy, and capitalization data.
Verifies details of leases and offerings for lease.
Develops land and income statistical models for reassessments, based on verified sales and leases.
Reviews appraisal reports prepared by others.
Prepares written reports that contain complex mathematical and appraisal concepts in conformance with state and federal standards.
Communicates complex concepts in refute with appellants in a convincing and professional manner.
