On Thursday, March 13, 2025, friends, family, colleagues, and distinguished guests gathered in Laurens to witness the investiture of James Conway “Jim” Todd IV as the newest Family Court Judge for South Carolina’s Eighth Judicial Circuit, Seat 1. The ceremony, held in the Laurens County Courthouse, marked a significant milestone in Judge Todd’s legal career and a moment of pride for the Laurens community.
Opening Remarks by Judge Matthew Turner
Judge Matthew Turner presided over the swearing-in, opening the session with formal remarks recognizing the importance of the occasion. “Jim, it is an honor for all of us to participate in your investiture and to welcome you to the Judicial Branch,” Judge Turner said. “Because of your intellect, experience, and demeanor, I know you will be a great addition to the Family Court bench.”
Following an invocation by Reverend Dr. Frank M. McCracken, Pastor of First Presbyterian Church of Laurens, Judge Turner took time to recognize several distinguished guests in attendance. Members of the South Carolina General Assembly, including Representatives Luke Rankin, Doug Gilliam, and David Martin, were present to support Judge Todd. Judges from the Circuit and Family Courts, Clerk of Court Michelle Simmons, Solicitor David Stumbo, Chief Public Defender Chelsea McNeil, Sheriff Don Reynolds, and 10th Circuit Solicitor Micah Black were also among those in attendance.

The Honorable Timothy Eugene Madden, SC Family Court At-Large Seat 2, a Laurens native, delivered remarks highlighting the significance of Family Court and its evolution in South Carolina. Judge Madden, who has spent nearly 40 years in the legal profession, provided historical context on the Family Court system, which was established in 1977 to create a unified approach to domestic and family law cases.
“In the nearly 50-year history of the South Carolina Family Court in Laurens, four people have held the job which Judge Todd takes today,” Judge Madden said. “Judge Bill Craine was the first, followed by Judge Wyatt Saunders, then Judge Joe McGowan, and, most recently, Judge Matthew Turner. Lawyers and judges across the state will tell you these four were each and all considered to be among the very best. Judge Todd—you will enjoy the benefit of resting on some broad shoulders. At the same time, you have big shoes to fill.”
Judge Madden underscored the importance of Family Court, calling it “kind of a big deal,” as it touches on some of the most personal and critical legal matters. From child custody disputes to domestic violence protection, Family Court judges play a pivotal role in ensuring justice is served in the most sensitive cases. He also shared lighthearted anecdotes about courtroom experiences, emphasizing the weight of the role while noting the unpredictable nature of the courtroom.

After Judge Madden’s remarks, Judge Turner invited Judge Todd to take the oath of office, joined by his wife, Ashley, and their two sons, James and Bret.

In his inaugural address, Judge Todd expressed gratitude for the opportunity to serve and acknowledged the many people who supported him along the way. “To be entrusted with the responsibility of serving as a judge in Family Court is not only an honor, but also a profound duty—one that I pledge to carry out with fairness, integrity, and compassion,” he said.
He extended appreciation to members of the South Carolina General Assembly who assisted him during the election process, including Senator Danny Verdin and Representatives Luke Rankin, Doug Gilliam, and Mark Willis. He also recognized his predecessors, mentors, and colleagues, thanking Judge Turner and Judge Madden for their guidance and inspiration.
“To the members of the Bar, I want you all to know that I will never forget what it is like to be a lawyer,” Judge Todd said. “I respect the work that each of you do, and I will always endeavor to create a courtroom environment where everyone is treated with fairness, professionalism, and respect.”

Judge Todd’s address was also deeply personal, as he paid tribute to his parents, Susan and James Todd III, and his brother, Scott, for their unwavering support. He credited his wife, Ashley, for being his steadfast partner through the demands of his judicial election, and he acknowledged the sacrifices his family made during the process.
In closing, Judge Todd reflected on the responsibilities of his new role, emphasizing that justice, fairness, kindness, and humility are the guiding principles he will uphold. “As we all know, the decisions made in Family Court have lasting impacts on parents, children, and entire families. It is here that we are called not just to uphold the law, but to recognize the humanity of those before us,” he said.
Following his remarks, Judge Turner adjourned the special session, inviting all attendees to a reception at The Palmetto Room on the square in Laurens.
