Laurens County Council Advances Major Economic Development Projects at December 8 Meeting

December 10, 2025

Laurens County Council moved forward on several significant economic development initiatives during its regular meeting Monday night, approving multiple projects expected to bring new investment and jobs into the community.

Council approved on second reading a fee-in-lieu-of-taxes (FILOT) agreement for Project Floyd, a new company planning to invest $63.8 million in Laurens County. The project is anticipated to create 15 new jobs. Council also approved an accompanying ordinance to amend the Multi-County Industrial Park (MCIP) agreement at Hunter Industrial Park to include the new project.

Another major item, Project IPE, also advanced on second reading. The company is purchasing the former Michelin facility in the Octagon Industrial Park in Gray Court, representing a substantial $93 million investment. The project is projected to bring 126 new jobs to the county.

Council also approved Ordinance 996 on first reading, authorizing the purchase of 1 and 3 Gallon Street. The acquisition will enable the county to move forward with improvements funded through a grant.

Momentum continued with Project Diamond, as Council unanimously approved Resolution 2025-27, the inducement agreement. Council then moved forward with first reading, by title only, for Ordinance 997 (Project Diamond FILOT) and Ordinance 999 (Project Diamond MCIP).

In other updates, Laurens County Coroner Patti Canupp announced a wreath-laying ceremony to be held on Thursday, December 11, at 11:00 a.m. at the cemetery known as Potter’s Field near the Laurens County Airport. Directional signs will be placed near the airport to guide attendees.
