School Ministries Welcomes Two New National Leaders to Advance Released Time Bible Education

School Ministries, a national leader in Released Time Bible Education, is pleased to announce two significant additions to its national leadership team. As the organization continues expanding its reach to public school students across the United States, these new appointments mark a pivotal moment in its growth and mission.

Robert Kilo Appointed Incoming National Executive Director
Robert Kilo has been named Incoming National Executive Director of School Ministries. A servant leader at heart, Kilo is passionate about glorifying God by serving others and is deeply committed to reaching the next generation with the life-giving truth of God’s Word. He counts it a joy to serve as husband to his wife, Leah, and father to their four children, Lincoln, Winston, Colette, and Phinehas.

Kilo describes the opportunity to serve with School Ministries as “a phenomenal opportunity to serve School Ministries and the youth of America with the infallible Word of God via servant leadership.”

Before joining School Ministries, Kilo was part of the leadership team at the Center for Christian Virtue (CCV)—a public policy organization amplifying the voices of Christians in the church, the marketplace, and education. As Senior Director of Advancement, he worked closely with Christian leaders across Ohio to build trusted relationships and substantially increase support for CCV’s mission.

Previously, Kilo held multiple leadership roles with the Fellowship of Christian Athletes (FCA), including State Director – Ohio, as well as directorship positions covering Northern, Northeast Ohio and Metro Cleveland, and in a board and donor development role for the Great Lakes Region.

His broader experience includes serving as a leadership consultant and board member for Cleveland-area schools and working in a government and community relations role with public schools in Cleveland. He received a Community Leader Award from the Northeast Ohio Cystic Fibrosis Foundation for his role as Co-Founder and Chair of an annual event to raise funds and awareness. He has also served families in the private sector, helping them maximize charitable giving for Kingdom impact.

Kilo is currently onboarding alongside Executive Director Ken Breivik, with a full leadership transition scheduled for the end of 2025. Breivik will continue with School Ministries as Chief Counsel following the transition.

Jennifer Kaylor Named Director of Outreach
Jennifer Kaylor has been appointed Director of Outreach. Kaylor most recently served as Executive Director of Students in the Word, a Released Time Bible Education program in Georgetown County, South Carolina. Beginning as a teacher in 2017, she stepped into the executive role in 2019, leading the program through meaningful growth. Her responsibilities included oversight of instruction, operations, fundraising, and community engagement.

Under Kaylor’s leadership, the program participated in School Ministries’ pilot initiatives for curriculum and worldview assessment. She is passionate about equipping local leaders and supporting program development across the country. Kaylor and her husband, Kevin, have three children and enjoy spending time outdoors.

“I am excited about God’s invitation to step into this new role, and thankful for the opportunity to serve with others in the School Ministries family,” said Kaylor. “I look forward to collaborating with so many passionate and talented people as we seek to grow Released-Time Bible Education and serve more students across the country.”

A Vision for National Growth
“We are thrilled to welcome Robert and Jennifer to the School Ministries team,” said Ken Breivik, current Executive Director. “Each brings a strong heart for ministry and a proven track record of leadership. Their gifts will be vital as we work toward our goal of reaching 250,000 students annually by 2030 with the life-changing message of God’s Word.”

Board Chairman Rob Sullivan also reflected on the significance of this leadership moment:
“And who knows if perhaps you have come to the kingdom for such a time as this?” These famous words were said by Mordecai to Esther during a very dark time in Israel’s history. Yet, the Lord used Esther to help preserve the nation and bring about a new era in the nation’s life. My sense is that the Lord has raised up both Robert and Jennifer for such a time as this. They have come to the national work of School Ministries, taking on critical roles, to help further the Gospel outreach among America’s youth.”

School Ministries is a 501(c)(3) nonprofit that supports, develops, and expands Released Time Bible Education programs across the United States. It started in 1991 with four local programs in South Carolina and has expanded to over 80 programs in 14 states. These programs allow public school students to receive Bible instruction during school hours, off-campus, with parental permission—a little-known right affirmed by the U.S. Supreme Court.
