Pope Flynn adds new associate Benjamin Price in public finance and government law
January 11, 2026Pope Flynn, a South Carolina-based law firm concentrating in public finance and governmental law, has added Benjamin Price as an associate in the firm’s public finance and governmental law practices. Price will focus his legal practice on municipal bond law, public finance, and economic development incentives. He has served as bond and disclosure counsel to governmental issuers across the State of Georgia implementing tax-exempt financings and has represented underwriters and financial institutions in a variety of public finance transactions. Prior to his joining Pope Flynn, Price was an associate in public finance with Gray Pannell & Woodward.
“When we expanded to Georgia, we were excited to find a talented young attorney like Ben, who was already working with Jim Woodward in public finance,” said Joe Lucas, managing member of Pope Flynn. “Our history as a firm has been to work to add a mix of senior public finance attorneys and attorneys just beginning their careers who have a strong interest in public finance and governmental law. It’s unusual to find somebody with advanced degrees in both the law and accounting, and we believe Ben’s unique skills will be a terrific addition for our clients.”
“I feel very fortunate to have begun my career in public finance,” said Ben Price. “Unlike many other practice areas, our work is typically non-adversarial — all parties to a deal collaborate towards a common goal for the sake of the communities we serve. Jim has been, and continues to be, an incredible mentor over the past year and now I will get to not only continue learning from him but from many other talented and experienced attorneys at Pope Flynn. I am especially looking forward to learning from Marc Oberdorff’s tremendous experience and knowledge in public finance tax law. Before I’d ever heard of Pope Flynn, I’d learned from Marc in a lecture on bond tax law at my first NABL conference, and now to learn from him privately is a wonderful opportunity. It’s been a providential set of circumstances that got me here and I consider it a great blessing.”
Price received his JD from the University of Georgia School of Law, where he was also president of the Tax Law Society. While in law school, he concurrently completed a Master of Accountancy degree specializing in taxation from the University of Georgia J.M. Tull School of Accounting. In 2021 he graduated magna cum laude from the University of Georgia with a Bachelor of Business Administration in accounting. While at UGA, Price served as President and Chief Justice of the Demosthenian Literary Society, founded in 1803 and UGA’s oldest student organization, and competed nationally in Mock Trial.
During college Price served as a GED tutor with educational programs for the incarcerated, volunteered with the Knights of Columbus, and helped raise guide dogs for the blind. He serves as a lector at St. Aelred’s Catholic Church in Bishop, Georgia, as well as on the parish capital campaign committee. Price is a member of the National Association of Bond Lawyers and the State Bar of Georgia.
Price is based in the Athens, Georgia office.
