Procter & Gamble – Duracell Plans $69 Million Expansion

Project “L” Will Go To Lancaster County Council For Final Reading & Public Hearing Monday Night
LANCASTER, SC – The Lancaster County Economic Development Corporation has announced a $69 million expansion of the Procter & Gamble Duracell facility located on SC Highway 9 in the City of Lancaster. The project has previously been referred to as Project “L”.
P&G Duracell is the largest industrial taxpayer in Lancaster County. The company is also one of the County’s largest employers with over 400 workers. P&G Duracell has been producing “AA” batteries in Lancaster County for over 35 years.
Lionel Moss, P&G Duracell Plant Manager, noted “Duracell is pleased to have partnered with the Lancaster County Economic Development Corporation in support of Duracell’s investment and continued commitment to the innovation and manufacturing of the best AA Alkaline battery made in the USA; Trusted Everywhere, and proudly produced in Lancaster, SC.”
Lancaster County officials have the incentive agreement on the agenda at tonight’s County Council meeting. The public hearing on this project will also be on Monday night’s agenda.
The incentives include a 30-year Fee-In-Lieu of Property Tax Agreement as well as Special Source Revenue Credit of 50% for 10 years on all new investment. The incentive agreement will also include forgiveness on a previous fee agreement and extension of an existing Fee In Lieu of Property Tax Agreement from 20 to 30 years. The existing investment will remain on the tax rolls under its current tax structure.

In 2013, the Lancaster County Economic Development Corporation announced 16 new or expansion projects totaling more than $363 million in new investment with announced job creation of more than 2,300 jobs. Since 2006, Lancaster County ranks 7th among South Carolina’s 46 counties in job creation with more than 7,500 announced jobs, and is in the top 12 in the state in new investment with more than $750 million in new investment in industrial, office, and distribution projects.
