Richland Two announces promotions

At a board meeting on Tuesday, June 13, 2017, Superintendent Debbie Hamm and Superintendent-Elect Baron Davis recommended and the Richland School District Two Board of Trustees approved three personnel recommendations. Effective July 1, 2017, Dr. Marylin Ross Frederick will take over as principal of Blythewood Academy, and Malinda D. Taylor will take the reins as principal of E.L. Wright Middle School. Beginning October 1, 2017, William F. Anderson will begin serving as executive director of Operations and Logistics. This week Davis also announced the promotion of Cleveland J.C. Smith to chief administrative services officer effective July 1, 2017.

I look forward to working with them as the Richland Two family strives to make our district the premier school district, where the global citizens of tomorrow lead and excel in their chosen pathway,” said Dr. Baron Davis, superintendent-elect.

Dr. Marylin Ross Frederick currently serves as an assistant principal at Blythewood Academy. Her five years as an assistant principal include four years at Anna Boyd School. Frederick was a curriculum effectiveness specialist at Kelly Mill Middle School for two years. Her educational career began in 1985 at Florence Darlington Technical College where she worked as an evening business education teacher. Frederick also taught in Florence District One and held teaching and administrative positions in Richland School District One.

Frederick holds three degrees from South Carolina State University: Bachelor of Science in business education; Educational Specialist in educational administration; and Doctor of Education in educational administration. She completed a Master of Education in educational administration at Winthrop University. Frederick’s professional memberships include the National Association of Secondary School Principals and South Carolina Education Association/National Education Association, and she is a member of the Delta Sigma Theta Sorority, Inc. and Phi Delta Kappa.

Frederick replaces Dr. Perry Mills who accepted an offer in May to serve as principal of the Richland Two Charter High School. 

Malinda D. Taylor has served as an assistant principal of curriculum and instruction at E.L. Wright Middle School since 2008. Prior to that, she taught English/language arts and was a curriculum effectiveness specialist. Her educational career began in 1980 as a social studies and English/language arts teacher in Georgetown County School District. Teacher recruiter, consultant and researcher are additional roles on her resume.

Taylor holds two degrees from South Carolina State College: Bachelor of Science in elementary education and Master of Education. She earned a master’s plus 30 hours of certification and a Master of Education in educational leadership from the University of South Carolina. Among numerous awards and honors, Taylor is a National Milken Educator Award recipient (2001), Japan Fulbright Scholar (2005), NAESP National Outstanding Assistant Principal of the Year (2015), and South Carolina Assistant Principal of the Year (2015).

Taylor replaces Mary Paige Wylie who accepted an offer in May to serve as principal of Northside Middle School in Lexington County School District Two.

William F. Anderson currently serves as the director of Planning for Richland Two. He joined the district in 2008 as a GIS/data specialist before being promoted to planning coordinator. Anderson will replace Chief Operations Officer Jack Carter who plans to retire from the district in December 2017. Carter and Anderson will work together over the next several months to develop a transition plan.

After earning a Bachelor of Science in geography from the University of South Carolina in 2004, Anderson held GIS technician and manager positions in county governments for more than three years before coming to Richland Two. He will receive a master’s degree in public administration from Clemson University in December of 2017. Anderson serves as the treasurer of the Association for Learning Environments for South Carolina and completed the Midlands Educator Leadership Experience in May 2017.

Cleveland J.C. Smith Sr. has served in education for 29 years. Twenty-six of those years have been in Richland Two. He was promoted in 2009 to his current position of executive director of administrative services and oversees the district’s student services, athletic and extracurricular operations. In addition, he provides support to principals concerning discipline and administrative matters. He is the district’s liaison with school resource officers, attorneys and law enforcement personnel.

Smith spent 10 years as principal of Richland Two’s alternative school, Blythewood Academy. He was also an assistant principal at E.L. Wright Middle School and an assistant administrator and teacher at Spring Valley High School. Smith earned his Bachelor of Science degree in biology from Morehouse College; a Master of Education in science from the University of Massachusetts; and a Master of Education in educational leadership from the University of South Carolina. He is a member of the South Carolina Association of School Administrators, the South Carolina Student Services Directors Roundtable and the Omega Psi Phi Fraternity, Inc. Smith completed the Midlands Educator Leadership Experience in May 2017.
