Rogers Joins IMPH as Manager of Legislative Services

COLUMBIA, SC – The South Carolina Institute of Medicine and Public Health (IMPH) announced that Tim Rogers has joined our staff as Manager of Legislative Services. His extensive experience includes a distinguished 42-year career in state government, most recently as a Healthcare Budget Analyst for the House Ways and Means Committee in the South Carolina General Assembly. As Manager of Legislative Services at IMPH, he oversees an array of research and programmatic activities designed to support members of the SC General Assembly in their work addressing health, including the Institute’s Health Policy Fellows Program, a non-partisan initiative providing high-level education on health and health care issues.

“Tim brings considerable experience from inside the General Assembly,” stated Executive Director Kester Freeman. “His informed perspective will add tremendous value to the Institute and our work with elected officials and legislative staff.”

Mr. Rogers graduated from Wofford College in 1971 with a bachelor of arts in English. Upon graduation, he was commissioned as a 2nd Lt. in the US Army and completed the Officer Basic Course at Fort Sill, Oklahoma. He began his 42-year career in state government as a Research Analyst with the Department of Corrections and later served as a Deputy Warden. Next, he worked as a Corrections Specialist for the Governor’s Office of Criminal Justice Programs and managed Federal grants. In this position, he provided staff support to the Governor’s Committee on Criminal Justice, Crime and Delinquency, the Governor’s Juvenile Justice Advisory Committee and the State Jail Commission. Mr. Rogers then worked for the Department of Alcohol and Other Drug Abuse Services as a regional and state planner. Prior to joining the Institute, he was the Healthcare Budget Analyst for the House Ways and Means Committee for 26 years. During his tenure with the Committee, he also served as Director of Research for the Joint Bond Review Committee for 10 years. Currently, he serves on the Advisory Board for Rice Estates of Lutheran Homes of South Carolina and is a member of NAMI and Lexington United Methodist Church.
