SC Department of Education Launches ‘Free to Focus SC’ to Support Transition to Cell Phone-Free School Environment Statewide

The South Carolina Department of Education (SCDE) has introduced a new initiative called “Free to Focus SC,” designed to support the statewide implementation of a model cell phone policy aimed at reducing digital distractions in schools. The initiative follows the State Board of Education’s approval of the policy, which will be rolled out across local school districts this fall, with full implementation set for January 2025.

“Free to Focus SC” will serve as a comprehensive resource hub for educators, parents, and students, providing guidance and tools to help transition to a learning environment with fewer digital interruptions. The goal of the policy is to create a focused and engaged classroom atmosphere, fostering the development of essential college and career-ready skills as outlined in the Profile of the South Carolina Graduate.

According to State Superintendent of Education Ellen Weaver, the new policy responds to growing concerns about the negative impact of smartphone use on academic performance, mental health, and student behavior. “Research and feedback show that the widespread use of smartphones in schools has created serious academic, mental health, and discipline challenges,” Weaver stated. “With this policy, South Carolina students will be free to focus on their academic future and building life-long friendships in a safe environment, while South Carolina educators are free to focus on teaching.”

A survey conducted among South Carolina educators revealed that many teachers view cell phones as significant contributors to behavioral issues, including distractions during class, cheating, and cyberbullying. These disruptions have led to lost instructional time and diminished academic outcomes, reinforcing the need for the new policy.

The “Free to Focus SC” homepage will offer a range of resources, including updated guidance, parental support tools, and links to Public Service Announcements (PSAs). The site will be regularly updated with new information to assist schools and families as they adapt to the policy.
