SC Digital Resource Alliance (SCDRA) announces statewide expansion and new executive committee
February 18, 2026More South Carolinians will soon gain access to affordable broadband, devices, and digital skills training as the SC Digital Resource Alliance (SCDRA), led by backbone agency Palmetto Goodwill, expands its digital equity initiatives from a regional collaboration to a statewide effort.
Founded in 2022, the SCDRA – formerly the Lowcountry Digital Equity Coalition (LDEC) – includes 32 active coalition members representing public organizations across education, healthcare, philanthropy, government, and the private sector. Originally focused on the Charleston Tricounty region, the Alliance will now work statewide to bridge the digital divide by strengthening partnerships, aligning strategies, and scaling proven solutions that increase access and opportunity.county region, the Alliance will now work statewide to bridge the digital divide by strengthening partnerships, aligning strategies, and scaling proven solutions that

To guide this growth, the Alliance has established a newly elected Executive Committee made up of leaders dedicated to advancing digital inclusion across South Carolina. Led by Palmetto Goodwill’s Mary Ann Gilmer, Chief Mission Engagement Officer, and Shawn McTeer, Director of Mission Services, the SCDRA announces the following appointments:
- Kim Bowman, Founder & CEO, SC Rural Innovative Network – Leads statewide efforts to help rural communities jumpstart digital economies through
action-driven roadmaps. - Tiffani Fayall, Manager of Government & Community Affairs, South Carolina, Comcast – Works to expand connectivity and opportunity for underserved and under connected communities.
- Sonia Gaillard, Executive Director, Ignite Tech Impact – Brings expertise in disruptive technology and expanding STEAM education for youth in under-resourced areas.
- Paola Gutiérrez, Director of External Engagement, SC Office of Rural Health – Focuses on increasing digital participation among youth and aging populations across rural South Carolina.
