SC Housing Board of Commissioners names interim executive director

The Board of Commissioners of the SC State Housing Finance and Development Authority (SC Housing) announced that Richard Hutto has been named the agency’s interim executive director.

Hutto comes to SC Housing from the South Carolina Office of the State Treasurer, where he served as the senior assistant state treasurer. Hutto is a veteran public servant, with nearly 38 years of state service in finance and affordable housing. He is highly regarded in the financial industry and has a broad breadth of experience in accounting, finance, auditing and underwriting.

Hutto is also well-versed in the financial and administrative operations of SC Housing, where he spent over three decades as the agency’s deputy director of financial operations, director of contract administration and its chief financial underwriter.

“We’re excited and optimistic to have Mr. Hutto step into this role,” says SC Housing Board of Commissioners Chairman Todd Latiff. “He has a proven track record in the financial industry, credibility with the affordable housing community, and knows the business of the agency.”

Hutto is a 1982 graduate of the University of South Carolina with a Bachelor of Science in business administration and is a Certified Public Accountant, as well as a Certified Public Manager.

Hutto’s first day in the office will be June 19.

“The Board of Commissioners will begin its search for a permanent executive director in the coming weeks,” says Latiff. “However, we are confident that Director Hutto will provide the strong leadership needed in order for the agency to maintain its solid financial standing and stay the course in leading affordable housing development in our state.”
