Town of Chapin, Utility Attorney Agree to New Contract
June 17, 2014CHAPIN, SC – Chapin Mayor Skip Wilson announced today that the Town’s Utility Attorney David Knight has agreed to accept the terms and conditions of a new contract drafted by the Town for legal services related to its water and sewer services. By ordinance, the Town council is required to vote to approve the contract at its special called meeting scheduled forWednesday, June 18, 2014, at 7 pm at Chapin Town Hall.
In December 2013, Knight had presented to council for its approval a contract naming him utility attorney while he was still representing the town as its municipal attorney. The Mayor has maintained there was an expressed conflict of interest and said there was also confusing terms related to payment arrangements that needed to be addressed in the new contract. Knight was asked to redraft the contract on several occasions so that payment for services could be made, but Knight never complied.
In late May, Knight requested and agreed to the Town preparing a new contract to address this ambiguity and conflicting payment terms. “The Town has always maintained the position it would pay Mr. Knight for all services rendered once a new contract was written,” Wilson said. “Hopefully with today’s acceptance by Mr. Knight and the council’s anticipated approval on Wednesday we can put this matter behind us once and for all.”
Upon approval of the contract by town council, Knight will paid a flat fee for services rendered from January through May. The contract will continue through the end of 2014.
