The City Manager’s Spotlight provides details about what is happening in the City of Columbia in an effort to keep citizens informed about City operations. The City Manager’s Spotlight on December 2018 reflects important initiatives that will highlight major projects in the City of Columbia as well as events and upcoming meetings. Here is a snapshot of the December Spotlight.
December 2018
Columbia’s Holiday ICE, formerly known as Main Street ICE, has kicked off a new ice skating season at the Columbiana Centre, which is a new location. The rink will remain open until Monday, January 21, 2019.
The ice skating rink will be located outside of the mall at 155 Columbiana Circle and will operate at the following dates and times:
Regular Hours of Operation
- Monday-Thursday, 4 to 9 p.m.
- Friday, 4 to 10 p.m.
- Saturday, 10 a.m. to 10 p.m.
- Sunday, 1 to 9 p.m.
Special Holiday Operating Hours (December 20-January 3, 2019 only)
- 12 to 9 p.m. Monday through Thursday
- 12 to 10 p.m. on Friday
Saturday and Sunday hours will remain the same
- 12 to 5 p.m. on Christmas Eve (Monday, December 24)
Closed Christmas Day (Tuesday, December 25)
- 12-5 p.m. on New Year’s Eve (Monday, December 31)
- 12-9 pm. on New Year’s Day (Tuesday, January 1, 2019)
Admission Fees (includes skates) (Monday through Sunday)
- $10 (Youth and Adults)
- $8 (Active Duty Military with ID and Seniors age 55 and up)
Groups reservations will be accepted for parties of 20 people or more. Gift certificates will be available for purchase.

Columbia Compass: Envision 2036 Community Meeting
The City of Columbia will host a public meeting throughout the City regarding Columbia Compass, the ten-year update to the City of Columbia’s comprehensive plan. This 12 to 18-month effort will result in a plan that the City’s citizens and policy makers can use as a blueprint to help navigate our future. Your input is vital as we seek to define a vision for Columbia, and identify the policies, programs, and infrastructure investments necessary to make that vision a reality. This meeting will include a brief presentation followed by interactive activities, and will be identical in format to one another. The meeting has been scheduled as follows:
December 6, 2018, Woodland Park Community Center, 6500 Olde Knight Parkway, 6pm
The planning process will result in a vision and document which can help guide City Council as they Envision 2036 – when Columbia will celebrate its 250th year, or semiquincentennial. Elements of the plan research and analysis will include Columbia’s population, natural resources, land use, transportation, housing, community facilities, cultural resources, and economic development.

Columbia Art Center to Celebrate Holidays from Around the World
WHAT: The Columbia Art Center will celebrate holidays from around the world as part of its next installment of its Worlds of Creativity Series on Thursday, December 6.
Guests can spin a dreidel, paint a Diwali cup, listen to Kenyan Christmas Folk stories, taste traditional Christmas cookies from the Czech Republic and much more.
The purpose of the monthly cultural arts series is to expose guests to various cultures in the City through art and music.

City of Columbia to host Lunch with a Planner
The City of Columbia is hosting “lunch with a planner” discussions throughout the year as part of Columbia Compass, the ten-year update to the City of Columbia’s comprehensive plan. Your input is vital as we seek to define a vision for Columbia, and identify the policies, programs and infrastructure investments necessary to make that vision a reality.
Please bring a bag lunch and join us on Tuesday, December 11, 2018, from 12 – 1pm at the Five Points Fountain (Greene & Harden Streets) to discuss Economic Development in the City of Columbia.
*In case of inclement weather, the lunch will be relocated to the Planning Division conference room, 1136 Washington, 3rd floor.

City Offices to Close in Observance of Christmas Holiday
The City of Columbia will observe the Christmas holiday on Monday, December 24, 2018, and Tuesday, December 25, 2018. Most administrative offices will be closed on both days. Emergency police, fire and rescue services may be reached by calling 9-1-1.
All garbage and recycling pickup scheduled for Monday, December 24, 2018, will remain on regular schedule.
On Tuesday, December 25, 2018, there will be no garbage and recycling pickup.
On Wednesday, December 26, 2018, all garbage and recycle pickup that’s scheduled for Tuesday, December 25, 2018 will be collected.
City residents are encouraged to download the free “Columbia, SC Solid Waste” app for iPhone or Android for weekly collection reminders and holiday schedule changes. Residents can also sign up for other notification options online at http://columbiasc.net/solid-waste/recycling/waste-wizard.

Home for the Holidays Pet Adoption Special
WHAT: Columbia Animal Services will be holding a Home for the Holidays adoption special for the month of December. The fee is only $25. All adoption fees include spay/neuter, microchip, Feline Leukemia/Heartworm Test, initial vaccines and deworming.
WHERE: Columbia Animal Services, 127 Humane Lane, Columbia, SC
WHEN: Saturday, December 1 – Monday, December 31, 2018
COST: $25 per pet (During promotional period, maximum redemption fee will not exceed $25)
