Richland Two hires Director of Planning

At a board meeting on Tuesday, December 5, 2017, Superintendent Baron R. Davis recommended and the Richland School District Two Board of Trustees approved the hiring of William C. Simon as the district’s new Director of Planning. In the beginning of January 2018, Simon will join Richland Two after working with Richland County since 2002. He fills a vacancy created in the planning department when William F. Anderson began serving as Executive Director of Operations and Logistics for Richland Two in October 2017.

Dr. Davis said, “Mr. Simon comes to Richland Two with a wealth of knowledge about the history of community planning and development in Richland County and with a strong track record of pursuing continuous improvement. As our new Director of Planning, he will play an important part in our efforts to demonstrate consistent excellence in our Four Squares to Success, principle practices and universal goals.”

Simon holds a master’s degree in public administration from Clemson University and a Bachelor of Science in industrial engineering from South Carolina State University. He began his career as GIS Technician for Orangeburg County in 1996, and from there he took a job as an industrial engineer with Milliken & Company from 2000–2002. For the last 15 years, Simon has worked for Richland County holding positions as a GIS analyst; senior land planner and floodplain coordinator; and most recently, land development division manager. In this role, he managed all aspects of land development with the Community Planning and Development Department, served as a voting member of the Development Review Team and created Standard Operating Procedures for all operations.

Simon is a member of the national and South Carolina chapter of the American Planning Association, Association of State Floodplain Managers, South Carolina Association of Hazard Mitigation, and American Public Works Association National Leadership and Knowledge Committee. In 2011, he was the only applicant accepted from South Carolina to the year-long National Emerging Leaders Academy, sponsored by the American Public Works Association. Currently, he serves as a board member of the American Public Works Association and is the past-president of the Midlands Branch.
