South Carolina Interim State Human Resources Director named DSS November Employee of the Month

December 1, 2017

The South Carolina Department of Social Services (SC DSS) recently established a program to recognize staff members who perform their jobs exceptionally well, go above and beyond what is expected of them, and in doing so, demonstrates our core principles of competence, courage, and compassion. Glenise Elmore, interim state human resources director and employee relations director, Human Resources Management at State Office, Columbia, was one of four selected for November.

Elmore, who has been with DSS for nearly 8 and a half years, was named interim human resources director in June 2017. In addition, she is still the agency’s employee relations director. As employee relations director, she assists management in addressing employee disciplinary matters, updates human resource polices, oversees training on the Employee Performance Management System process, manages the agency employee grievance process and addresses employee complaints. She also represents the agency as a state employee grievance appeal panel member and current chairperson.

With 4,056 employees active in Full Time Equivalent (FTE), Temp Grant, Temp Hourly and Time Limited positions, DSS is the third largest state agency.

Elmore says the best part of her job is to provide direction and insight to all levels of management relative to internal organizational conflicts that impact the DSS brand, such as: staff turnover, management behavior issues and expectations, and performance management.

Elmore resides in Columbia.

Staff selected for the Employee of the Month Program are awarded with lunch with the State Director along with other honorees, a dedicated parking space, a photo and write up displayed at State Office, and a write-up sent to their community newspaper.

Other November winners were Todd Wilkins, a state information and systems business analyst; Becky Bonavida, Child Protective Services performance coach for Region 5 and LaToya Roundtree, a SNAP and TANF program coordinator in the Greenwood County DSS office.
