Richland Two awarded for outstanding financial reporting

The Association of School Business Officials International (ASBO) is awarding Richland School District Two the Certificate of Excellence in Financial Reporting (COE). ASBO International’s COE recognizes districts that have met the program’s high standards for financial reporting and transparency. Richland Two earned the Certificate of Excellence for its Annual Comprehensive Financial Report (ACFR) for the fiscal year that ended June 30, 2021.

ASBO International Executive Director David J. Lewis said, “This award represents a significant achievement and reflects Richland Two’s commitment to transparency and high-quality financial reporting. The ACFR informs stakeholders about the financial and economic state of the district, making it an important communications tool for building trust and engaging with the school community.”

This is the 35th consecutive year Richland Two has received the award. Senior Chief Financial Officer Dr. Harry Miley says, “Richland Two’s participation in the COE program demonstrates commitment on behalf of the board of trustees and district administration to financial transparency. Richland Two is fortunate to have AA bond ratings from Moody’s Investors, and Standard & Poor’s Rating (Aa1/AA).”

A seven member elected board of trustees governs Richland Two. The board and administration are responsible for a general operating budget of about $332 million, 3,700 employees, nearly 28,000 students and 41 schools and centers.

Richland Two is located in the Northeast section of Richland County. Local revenue comes from the tax base in this area. Richland Two also receives funding from the State of South Carolina and the United States Federal Government. The district provides a broad range of general and specialized elementary and secondary educational services for students in preschool through grade 12.
