Reporting to the Vice Chancellor of Student Affairs, the Fiscal Analyst supports the business management activities of the Division of Student Affairs. Performs financial transactions including the processing and posting of accounts payable invoices from vendors, processing of purchase requisitions, cash receipts, expense reimbursement and other documents to PeopleSoft (PS). With guidance from the USC Upstate Budget office, support the Vice Chancellor of Students Affairs in the preparation of the annual budget, monthly budget reports, forecasting, and developing internal budget plans. Prepare ad hoc reports as needed and assist with administrative and basic accounting tasks.
• Under the direction of the Vice Chancellor for Student Affairs, and with guidance from the USC Upstate Budget Office, provide support to the Vice Chancellor and Division Directors in the creation of the annual budget for the SA division and report monthly budget updates. In collaboration with the Budget Office, verifies availability of financial resources. Support the division by routinely monitoring expenditures and carrying out special projects and functions as assigned by the Vice Chancellor for Student Affairs.
• Process Travel Authorizations, Travel Advances and Travel Reimbursement, Requisitions, Purchase Orders, Invoice Payments, and Payment Requests for Student Affairs Units/Departments. Processes for staff within all Student Affairs departments as needed when other office staff may be on leave or need assistance. Support the Executive Assistant to the VC by processing purchase reimbursements and travel reimbursements for the VC as needed. Serve as alternate PeopleSoft Approver (Level 1 and 2) for all Student Affairs departments as needed.
• Assist with training new office administrative staff with responsibilities for requisitions, invoice payments, purchasing card use, university travel and program cards, and other financial duties. Serve as the Division of Student Affairs contact for upay and ustore sites and complete annual PCI compliance training for requirements for the site. Serve as point of contact for Student Affairs staff with inquiries regarding university business and or financial policies.
• Serve as purchasing card liaison for all departments within the Division of Student Affairs. Receive receipts from cardholders as purchases are made and reconcile receipts against monthly card statements. Submit expense reports in PeopleSoft for each monthly statement.
• Proofs programs contracts and agreements for accuracy to ensure compliance with state laws, university regulations and policies before submitting to Purchasing for review. With input from the Upstate Budget Office, ensures consistent compliance with university policies, standard operations procedures, and budget protocols.
• Other duties as assigned by the Vice Chancellor for Student Affairs and the USC Upstate Budget Office that includes assisting in data entry and account analysis for month end and year end annual reports, assisting with journal entries, journal vouchers and payroll retro entries.
Minimum Qualifications: Bachelor’s degree and 3 or more years of experience, which may be substituted by equivalent combination of certification, training, education, and/or experience Successful background check is required.
Preferred Qualifications: Related experience in a higher education environment is desirable. Knowledge of PeopleSoft software system.
Salary: $54,165 – $57,165; Salary commensurate with education and experience.
