Under the direct supervision of the Director of Facilities Management Department, serves as project manager with responsible oversight for design and execution of minor and major capital construction and renovation projects.
• Executes development and coordination of major or significant capital outlay projects through the planning, design, bidding, construction, and close out phases including but not limited to meeting with campus clients including faculty, deans, high-level administration staff, Spartanburg CHE members, and Facilities leadership, Office of State Engineer, external architects and engineers; determining project scope and duration; coordinating A/E procurement, cost estimates, and feasibility studies; implementing established budget and schedule to meet program needs and limitations; negotiating to gain consensus and final approval; and providing summary reports and direction to all parties involved.
• Monitors and controls contractual commitments including but not limited to compliance with drawings and specifications, performance of contract administration and close-outs, and University acceptance of completed work by reviewing contract documents and budgets, coordinating with University of South Carolina Columbia – Project Manager, the Office of the State Engineer, Office of State Fire Marshal, conducting site visits, SCDHEC, SCDOT, Spartanburg County, City of Spartanburg AHJ, City of Greenville AHJ, Duke Energy, Metro Water District, inspecting work performed, ensuring customer “deliverables,” verifying punch lists, providing direction, and maintaining contact through warranty period.
• Manages capital project specific activities including the design and development of bid and construction documents, assisting with the bid process, procuring services, monitoring change orders and approving expenditures, updating project schedules and budgets, reviewing and, when necessary for value engineering, modifying construction documents, and providing project status reports. Coordinate and ensure compliance with FMD campus design guidelines.
• Maintains knowledge of and implements University and industry requirements, procedures, and standards including but not limited to state procurement law, Office of State Engineer, DHEC, City of Spartanburg, State Fire Marshall, Erosion and Sediment Control, Flood Plain and Zoning, LEEDS and Green Globes certification and other applicable codes, and the University’s master plan by reading researching, reviewing, attending conferences & training and meeting with internal and external personnel.
• Communicates and coordinates project issues with internal and external clients, professional consultants, regulatory agencies, University administration, facilities management departments and personnel, coworkers by developing and maintaining effective interpersonal relationships, meeting with concerned parties, negotiating expenditures, mediating user expectations, refining project scope, and conducting site visits.
• Performs other related duties as required. Provides technical support and guidance to the university for building code requirement compliance.

Minimum Qualifications: Bachelor’s degree in Architecture or Engineering and 2 years professional experience in planning, construction or a related field. Valid driver’s license, good driving record and a successful background check are required.

Preferred Qualifications: Bachelor’s degree in Architecture or Engineering and 5 years of project management experience including considerable experience with design and construction and management of major construction projects with renovation components. Knowledge of principles and practices of architecture, design engineering, landscape architecture and facility construction to include through understanding of construction means, methods, schedules with demonstrated ability to provide quality control observations.

Salary: $65,539 – $83,000; Salary commensurate with education and experience.
