Greenline-Spartanburg Neighborhood Plan heads to City Council

With Planning Commission approval, the draft Greenline-Spartanburg Neighborhood Plan heads to City Council for consideration at its Dec. 9, 2024, meeting. The plan aims to enhance livability, connectivity and inclusivity in the neighborhood just east of downtown.

Public comment remains open.

The City of Greenville partnered with Greenline-Spartanburg residents and stakeholders to update the neighborhood’s master plan.

The work was an update to the 2001 Greenline-Spartanburg Master Plan, which identified many issues affecting the neighborhood, including a lack of adequate infrastructure and a dwindling affordable housing stock.

Located near downtown, the area is facing tremendous growth pressure. However, a significant portion of the area includes vacant land as well as disjointed roadway and sidewalks, and an aging water and sewer structure.

Plan Goals

The new neighborhood plan aims to address these issues by providing a present-day assessment and recommendations in the following areas:

  • Land use and development phasing
  • Affordable housing strategy
  • Community center and recreation opportunities
  • Roadway networks
  • Stormwater
  • Pedestrian connectivity, focusing on sidewalks and future trail connections
  • Small business support
