2025 CTA Survey shows historic gains in superintendent and school board ratings
July 21, 2025Charleston County School District (CCSD) acknowledged the results of the 2025 Charleston Teacher Alliance (CTA) End-of-Year Leadership Survey, which reflect strong and growing support for district leadership among classroom educators.
More than 500 CCSD teachers participated in the anonymous survey this May, providing feedback on principals, the superintendent, and the school board across multiple areas of leadership. The results, released publicly by the Charleston Teacher Alliance, mark a historic moment for CCSD.
For the first time in the 10-year history of CTA’s numerical evaluations, a CCSD superintendent has earned an overall “Effective” rating with an average score of 3.48 out of 4.0. Superintendent Anita Huggins received the highest-ever superintendent rating, with top marks for valuing teachers, communication, leadership, and decision-making that benefits students. This rating surpasses the previous high for a CCSD superintendent of 2.6.
In the survey, educators expressed strong support for Superintendent Huggins, calling her a “HUGE asset to CCSD” and noting that she “truly has the district’s best interests at heart.” One teacher shared, “Anita Huggins has done so much for the ML [Multilingual Learner] community. She actually listens to us.”
Also notable is the improvement in the CCSD School Board’s overall rating, which rose from 1.83 to 2.34, the highest rating board members have received in a decade of surveys.
Superintendent Huggins has embraced teacher voice throughout her first year in office, inviting CTA to host a session at the upcoming Charleston Educators Symposium for the first time and holding quarterly meetings with the CTA and district leaders. Teacher feedback has already informed several district decisions this year, from improvements in school-level communication to adjustments in assessment practices.
